About The Position

This role is responsible for overseeing the end-to-end solution development and life cycle from capture through proposal management, with extensive experience in TRICARE including processing, customer service, compliance, and performance reporting. The TRICARE Proposal and Transition Manager will provide strategic leadership and operational direction, ensuring alignment with Tricare policies and manuals. The position involves both pre-award and post-award responsibilities. Pre-award duties include overseeing solution development from capture to proposal submission, reviewing RFP documentation, collaborating with various teams, managing timelines, and facilitating working sessions. Post-award duties include managing day-to-day program operations, serving as the primary liaison with government stakeholders, developing program plans, leading cross-functional teams, driving continuous improvement, mitigating risks, and ensuring compliance with federal regulations.

Requirements

  • Bachelor's degree in a related field required; 8+ years in program or operations management, with at least 3 years in federal healthcare programs (TRICARE, Medicare, Medicaid, etc.). Equivalent combination of education and relevant industry experience will be considered instead of a degree.
  • Demonstrated expertise in program management with a proven track record of leading solution development or proposal efforts for large-scale federal contracts.
  • Strong understanding of program planning, staffing models, and performance management in a federal contracting environment.
  • Knowledge of and proficiency with DoD contracts and contract administration.
  • Familiarity with all DoD policies, manuals, instructions, and procedures as they relate to information systems, software, and security.
  • Ability to communicate effectively and efficiently with DHA and other government leadership, staff, and customers.
  • Must have a thorough understanding of handling Protected Health Information (PHI) and Personally Identifiable Information (PI) in compliance with HIPAA regulations to ensure data privacy, security, and organizational accountability.
  • Requires excellent written and oral communication skills.
  • U.S. Citizenship or naturalized citizenship is required for this position.
  • All work on all positions at Signature Performance must be completed in the continental United States, Alaska, or Hawaii.

Responsibilities

  • Oversee the end-to-end solution development from capture through proposal submission.
  • Review RFP documentation to interpret scope, constraints and evaluation criteria to ensure solution compliance and submission of a competitive bid for work.
  • Collaborate closely to ensure the solution aligns with Tricare objectives and government requirements.
  • Coordinate with recruiting, pricing, compliance and other support teams to ensure alignment with the evolving solution.
  • Manage timelines, deliverables and interdependences to meet critical milestones during the pre-award process.
  • Organization and facilitate working sessions to define program structure, operational workflows, and key performance metrics.
  • Track progression of solution components and proactively identify and resolve risks, gaps, or issues.
  • Oversee day-to-day program operations to ensure delivery of services meets contract requirements, quality standards, and performance metrics.
  • Serve as the primary liaison with government stakeholders, including regular communication with contracting officers and program managers.
  • Develop and manage program plans, schedules, budgets, and resource allocations to meet contractual obligations.
  • Lead cross-functional teams, including technical, operational, and administrative staff, to execute program objectives effectively.
  • Drive continuous improvement initiatives to enhance program efficiency and beneficiary satisfaction.
  • Identify and mitigate risks to program performance and compliance.
  • Ensure compliance with federal regulations, contract terms, and organizational policies (e.g., HIPAA, FISMA, FAR).
