SUMMARY: Reporting to the Director of Transportation or designee, the Transportation Time & Attendance Specialist plays a vital role in supporting accurate, timely, and compliant payroll and attendance processing for the Transportation Department. This position works closely with the Transportation Time & Attendance Coordinator to assist with daily timekeeping activities, payroll validation, attendance tracking, and employee inquiries. The Specialist serves as a key back-up to the Coordinator and helps ensure continuity of payroll operations during absences, peak processing periods, or special projects. This role is well-suited for entry-level candidates or recent graduates seeking exposure to transit operations, labor agreements, payroll systems, and enterprise resource planning (ERP) environments, with opportunities for skill development and career growth. This is a part-time opportunity that is anticipated to work a minimum of 29 hours weekly. Additional hours may be periodically required. The hours will be performed during regular business hours, 8:00 am - 4:30 pm. The flexibility to work weekends is required.

Requirements

  • Associate’s or Bachelor’s degree in Business Administration, Accounting, Finance, Human Resources, Transportation, Public Administration, or a related field preferred.
  • Entry-level candidates and recent graduates are encouraged to apply.
  • Prior experience with payroll, time and attendance, scheduling, HR administration, or data/reporting functions is a plus but not required.
  • Relevant internships, academic coursework, projects, or administrative experience involving data analysis, reporting, coordination, or process support may be considered in lieu of direct payroll experience.
  • Experience or exposure to a unionized, public-sector, or operations-focused environment is helpful but not required.
  • Strong understanding of payroll practices, timekeeping rules, and leave administration.
  • Familiarity with collective bargaining agreements and how they apply to payroll and attendance.
  • High attention to detail with the ability to analyze and reconcile data accurately.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook) and database systems.
  • Strong organizational and time management skills, with the ability to manage multiple priorities and meet strict deadlines.
  • Effective communication and interpersonal skills to interact with operators, supervisors, and staff across multiple departments (Finance, HR, Operations).
  • Ability to maintain confidentiality of sensitive payroll and personnel information.
  • Adaptability to new systems and processes, including support for ERP implementation and ongoing system use.

Responsibilities

  • Assist in maintaining daily operator payroll records in HASTUS, including accurate entry, review, and validation of work hours and pay codes.
  • Support verification and reconciliation of time and attendance data prior to bi-weekly payroll processing.
  • Track and help process attendance, vacation, sick leave, personal time, FMLA, and other leave categories.
  • Review leave requests and time discrepancies; escalate issues to the Coordinator, supervisors, or management as appropriate.
  • Assist with calculating and processing pay adjustments, exceptions, and corrections in coordination with Finance and Payroll.
  • Monitor payroll reports and error logs; help prepare summaries, reconciliations, and supporting documentation.
  • Maintain organized attendance and payroll records, including leave documentation and attendance policy tracking.
  • Respond to routine employee questions regarding timekeeping, leave balances, and payroll matters; refer complex issues as needed.
  • Support compliance with collective bargaining agreements, work rules, and agency policies related to payroll and attendance.
  • Prepare standard daily, bi-weekly, and ad-hoc reports to support Transportation leadership.
  • Serve as a backup to the Transportation Time & Attendance Coordinator to ensure payroll continuity and coverage.
  • Provide administrative and analytical support related to payroll operations, data validation, and labor agreement administration.
  • Assist with testing, training, and ongoing support related to timekeeping systems and the agency’s ERP implementation.
  • Maintain confidentiality of payroll and personnel data and comply with agency records management policies.
