About The Position

The Town of Mooresville is seeking a dedicated and motivated professional to join our Public Services team as a Transportation Engineer I, II, or III. The final classification will be determined based on the candidate’s education, experience, and professional certifications. Employees in this series perform professional transportation engineering work supporting the planning, design, and implementation of transportation improvements throughout the Town. Responsibilities include transportation planning, traffic operations analysis, development review, project management, and coordination with developers, contractors, regulatory agencies, and the public. This role contributes to creating a safe, efficient, and connected multi-modal transportation system that aligns with the Town’s long-term vision and growth initiatives.

Requirements

  • Bachelor’s Degree in Civil Engineering from an accredited college or university with coursework in Traffic and Transportation Engineering
  • 0–2 years of related experience (for Engineer I)
  • 2–5 years of related experience (for Engineer II)
  • 5–7 years of related transportation engineering experience (for Engineer III)
  • Valid North Carolina driver’s license
  • Engineer Intern (EI) certification required (for Engineer II)
  • Registered Professional Engineer (PE) in North Carolina required (for Engineer III)

Responsibilities

  • Reviews transportation-related projects for compliance with Town and State standards, including traffic studies, Transportation Impact Analyses, traffic control plans, and traffic signal plans.
  • Collects and analyzes transportation data such as traffic volumes, speeds, crash reports, and pedestrian counts to prepare engineering reports and recommendations.
  • Investigates citizen concerns related to speeding, traffic safety, visibility, and signal operations.
  • Provides technical support during the land development review process to ensure compliance with Town ordinances and transportation plans.
  • Prepares project exhibits, maps, reports, bid documents, and cost estimates.
  • Coordinates pavement marking work and other contracted transportation services.
  • Provides technical information and assistance to developers, contractors, and the public.
  • Maintains transportation project files and records.
  • Performs all duties of Transportation Engineer I.
  • Participates in the preparation of construction plans for in-house engineering design projects using AutoCAD Civil 3D.
  • Prepares engineering designs, technical reports, and cost estimates for transportation-related projects.
  • Coordinates with internal departments and external agencies during project development and implementation.
  • Reviews transportation studies, traffic analyses, and roadway design plans for compliance with Town and State standards.
  • Prepares final measurements and documentation for project payment certification.
  • Assists with Public Services operational support and transportation program administration as needed.
  • Provides technical guidance to developers, contractors, consultants, and the public regarding transportation projects and municipal services.
  • Manages and coordinates the Transportation Impact Analysis process, including project assignments, budgets, report reviews, and approvals.
  • Provides technical leadership during the land development process to ensure transportation systems support the Town’s long-term multi-modal vision.
  • Manages the design, permitting, right-of-way acquisition, and construction of federally and state-funded transportation projects.
  • Develops and implements transportation goals, objectives, policies, and congestion management strategies.
  • Participates in the development and amendment of the Comprehensive Transportation Plan and related initiatives.
  • Directs transportation data collection and analysis activities related to traffic operations, safety, and roadway capacity.
  • Provides technical guidance and staff support to Town boards, regional organizations, and state transportation committees.
  • Makes presentations to the public, Town Board, and committees regarding transportation initiatives and projects.
  • Addresses citizen concerns related to traffic calming, pedestrian safety, signal timing, and transportation operations.
  • Supervises and manages staff involved in transportation initiatives and project delivery.
