About The Position

The State of Connecticut Department of Transportation (CTDOT) is accepting applications for a Transportation Engineer 3 (Construction Engineering) position in their Division of Construction Operations (DCO), Central Construction Unit at their Headquarters in Newington, Connecticut. This role offers professional growth and development opportunities and a healthy work/life balance. The position focuses on leading staff in alternative contracting efforts (CMAR and CMGC), acting as a project manager to facilitate the development and delivery of these alternative project delivery methods. The role involves coordinating the development and maintenance of process manuals for Department personnel, gathering national best practices and technological advances related to CMAR and CMGC projects for staff training, and developing training guidelines, policy, and procedures. The Division of Construction Operations (DCO) is the central construction engineering and administrative office for the Office of Construction, administering construction projects statewide from design to final acceptance. The Central Construction Unit is responsible for Alternative Contracting.

Requirements

  • A Bachelor’s degree in engineering or construction management
  • Three (3) years of experience in transportation construction engineering
  • One (1) year of the General Experience must have been at the working level in a professional transportation construction engineering capacity.
  • Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing
  • Considerable knowledge of highway construction methods and materials
  • Considerable knowledge of operational methodologies and established policies
  • Knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports
  • Considerable analytical, problem solving and technical report development skills

Nice To Haves

  • Experience leading or supervising staff and/or consultant engineers.
  • Experience with alternative project delivery methods for project administration of Construction Manager at Risk (CMAR) and Construction Manager/General Contractor (CMGC) for Transportation projects.
  • Fundamentals of Engineering (FE), Engineer-In-Training (EIT) and/or Professional Engineer (P.E.) licenses
  • Experience with Project Management includes some or all of the following: conflict resolution; preparing letters, memorandums and other correspondence; developing or reviewing construction schedules; process manual development; analyzing design or construction problems and determining effective solutions; price or project issue negotiations.
  • Experience managing or leading initiatives and projects.
  • Experience with Financial Controls related to various phases of project budgets and consultant oversight.
  • Experience communicating with various constituents through phone, e-mail and face to face interactions; and presentations.
  • Experience using Compass, CTDOT Construction Manual, and the Microsoft Office Suite with emphasis on Excel, Word, Project, Bluebeam, Teams, and Outlook.

Responsibilities

  • Provide recommendations of policies and standards to Management Administration, monitoring and oversight of Consultant Engineering firm
  • Develop and maintain cost data relative to design, construction, project budgets, funding sources and expenditures
  • Prepare responses by written letter and emails for requests for changes, transfers, reassignments, or disposal of some or all portions of contract work
  • Report writing and researching and preparing administrative reports
  • Supervising staff
  • Field visits to projects may be required
  • Serve as technical advisor for construction projects
  • Manage records and files
  • Review contracts for conformance with latest specification documents
  • Collect, record, prepare and analyze data pertaining to plans and specification requirements
  • Act as liaison with operating units, agencies, consultant staff and other outside officials
  • Assist the Districts with monitoring and addressing concerns with Contract requirements and research to prepare administrative reports
  • Perform related duties as required
  • Become acquainted with current office procedures and be familiar with electronic methods like Office 365, SharePoint and Compass for project tracking and delivery.
  • Oversees a group of engineers and personnel of lower grade in construction of highways or other transportation projects
  • Acts as a liaison with consulting engineers
  • Trains in-house and consultant inspectors
  • Reviews construction final cost estimates and verifies final payments
  • Develops and maintains cost data relative to design, construction and maintenance of highways and bridges
  • Prepares comprehensive reports
  • Develops and maintains standards and specifications for highways and bridges consistent with technological advances in design, construction and maintenance
  • Oversees group of engineers and other personnel conducting preliminary reconnaissance location surveys, preliminary design, estimating and plan preparation or conducting boundary surveys, setting and checking boundary monuments and preparing right-of-way boundary plans
  • Oversees chemical and physical testing and analysis and makes recommendations concerning suitability of construction and maintenance materials
  • Prepares survey reports and recommendations on highway location
  • As assigned by the supervisor distributes, prioritizes, oversees and reviews unit work
  • Provides staff training and assistance
  • Conducts or assists in conducting performance evaluations
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures
  • Recommends policies and standards
  • Prepares reports and correspondence
