About The Position

The Washington State Department of Transportation (WSDOT) is seeking a skilled and motivated Transportation Engineer 2 to join their team in Spokane, WA. This role is crucial for delivering safe, reliable, and cost-effective transportation projects by supporting the administration of construction contracts from project development through completion. The engineer will work with the Office Engineer and construction teams to ensure contractor schedules, project documentation, and contract requirements are accurate, compliant, and delivered on time. This position contributes to the successful delivery of critical transportation improvements across the region. Responsibilities include reviewing contractor-provided schedules, preparing technical reports and construction documentation, processing material certifications and project records, and coordinating construction closeout activities. The role also supports future project development by preparing design schedules and may assist with construction inspection, material sampling, and testing. This position offers an opportunity to gain experience in both project development and construction, with potential to mentor entry-level engineers and technicians.

Requirements

  • Demonstrated foundational knowledge of civil, structural, geotechnical, or transportation engineering principles, gained through education, experience, training, or certification (EIT or LSIT).
  • Ability to apply this knowledge to design, construction, inspection, and surveying tasks.
  • Ability to interpret and apply highway construction plans, specifications, and special provisions.
  • Ability to observe and document contractor work.
  • Ability to track construction activities and submittments.
  • Ability to perform or support materials sampling and testing in accordance with established procedures and safety requirements.
  • Demonstrated skill in researching, preparing, and maintaining construction documentation, including change orders, estimates for changed work, correspondence, calculations, and supporting records, while ensuring accuracy, completeness, and compliance with contract requirements.
  • Ability to support transportation project development and delivery by assisting with design documentation, technical reports, schedules, estimates, special provisions, contract administration activities, and coordination with consultants and internal stakeholders.
  • Ability to perform engineering-related calculations, analyze technical data, verify quantities and cost impacts, and support budget, materials, and schedule tracking for construction projects.
  • Effective written and verbal communication skills to clearly convey technical information, recommendations, and findings to contractors, engineering staff, project teams, and the public in a professional and timely manner.
  • Ability to use or learn engineering, construction administration, and documentation systems to support change orders, payments, records management, design support, and reporting activities.
  • Ability to legally and safely operate a motor vehicle, supported by possession of a valid driver’s license.
  • Demonstrated experience working in a manner that supports a respectful, inclusive, and equitable workplace, including effective engagement with individuals from diverse backgrounds and contribution to a positive team environment.

  • Obtain certification as a WSDOT General Inspector within 12 months of employment.
  • A Western Alliance for Quality Transportation Construction (WAQTC) qualified tester or equivalent, or to achieve within 24 months of hire.
  • An American Concrete Institute (ACI) qualified tester or equivalent, or to achieve within 24 months of hire.
  • A valid driver’s license and the ability to operate state-owned vehicles.
  • Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.

Responsibilities

  • Communicate with the construction inspection team and contractors to obtain information.
  • Investigate problems with plans and with the work as it progresses, provide clarification of contract requirements to the Contractor and subcontractors, and find answers to their questions.
  • Research, prepare, write, and process change orders, memos, letters, and supporting documentation, and calculate independent estimates for changed work.
  • Determine the need for contract changes and make recommendations to the project team.
  • Maintain and organize project change order files.
  • Coordinate and document change order approvals with PE, Region staff, and HQ staff.
  • Prepare contract correspondence with the contractor, organization staff, Region, and HQ.
  • Maintain and/or monitor project ledger systems.
  • Enter information into Construction Contracts Information System (CCIS), and contract progress payments into Contract Administration and Payment System (CAPS).
  • Review compliance with MSVWBE and apprenticeship contract requirements.
  • Monitor subcontractors and DBE work for compliance with contract requirements.
  • Participate in calculating and processing force account records.
  • Assist the Project Manager with monitoring quantities used or anticipated as compared to planning quantities to report on budget impacts.
  • Attend in-person pre-construction meetings and weekly contractor meetings.
  • Review contractor-provided schedules for compliance with contract plans and specifications.
  • Prepare technical reports and construction documentation.
  • Process material certifications and project records.
  • Coordinate construction closeout activities.
  • Support the development of future transportation projects by preparing design schedules.
  • May assist with construction inspection, material sampling, and testing.
