About The Position

This role encompasses two distinct but related positions: Transportation Engineer and Senior Transportation Engineer. The Transportation Engineer performs professional transportation engineering work, potentially in Transportation Planning or Traffic Studies, with minimal supervision. Responsibilities include reviewing development plans for compliance, acting as a liaison for various transportation projects, assisting with planning projects, potentially supervising staff, analyzing accident statistics, developing safety education, engaging in bicycle and pedestrian planning, managing contracts, providing traffic engineering advice, and conducting research. The Senior Transportation Engineer performs responsible, professional engineering work within the Traffic Engineering section, handling difficult traffic engineering problems and frequent public interaction. This role may direct and review the work of lower-level staff. Assignments are broad, requiring independent judgment in technical decision-making. Specific duties include conducting traffic studies, signal timing, ITS design and maintenance, policy creation, plan reviews, and acting as a technical expert. The Senior role is distinguished by the requirement of professional engineer registration and handling more complex assignments with minimal supervision.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or related field (for Transportation Engineer).
  • Graduation from an accredited college or university with a Bachelor’s Degree in Traffic Engineering, Civil Engineering, or related field (for Senior Transportation Engineer).
  • Registration as a Professional Civil Engineer (for Senior Transportation Engineer).
  • Registration as a Professional Civil Engineer in the State of Arizona is required within six months of hire or promotion (for Senior Transportation Engineer).
  • Must possess a valid Class D Arizona Driver's License by hire or promotion date.
  • Substance Abuse Testing: Individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures (for Senior Transportation Engineer).

Nice To Haves

  • Supervisory experience is desirable (for Transportation Engineer).
  • Some (6 months - 1 year) civil engineering experience, with emphasis in traffic or transportation is desirable (for Transportation Engineer).
  • Any combination of training, education, and experience equivalent to considerable (3 - 5 years) plans review experience related to the program area (example: Civil, Design Review, Streetlights, Traffic) and interpreting and applying codes, ordinances, and national standards (civil, traffic engineering) is desirable (for Transportation Engineer).
  • Experience dealing with the public concerning controversial or difficult matters and registration as an Engineer-in-Training is also desirable (for Transportation Engineer).
  • At least three years of municipal traffic or transportation engineering experience preferred (for Senior Transportation Engineer).
  • Two years of supervisory experience preferred (for Senior Transportation Engineer).
  • Experience using AutoCAD is highly desirable (for Senior Transportation Engineer).

Responsibilities

  • Reviewing development and construction plans to ensure compliance with City standards, Transportation Plans, and accepted transportation engineering practices.
  • Serving as a transportation liaison to other agencies regarding freeway projects, roadway projects, corridor studies, project assessments, etc., during the scoping, design, and construction phases of projects.
  • Assisting with transportation planning projects (examples: transportation network modeling, developing guidelines, standards and codes, and developing systems to organize and log public and private development plans and transportation division input).
  • Supervising technical, paraprofessional, or professional staff.
  • Researching and analyzing accident statistics.
  • Developing and implementing traffic safety education curriculum at public events.
  • Bicycle and pedestrian planning/safety.
  • Awarding, administering, and monitoring traffic barricade and traffic counting contracts.
  • Responding to and providing traffic engineering advice to other City departments, consulting engineers, private contractors, and the general public.
  • Advising, planning, and implementing traffic control plans for special City events.
  • Conducting research and analysis on a variety of traffic engineering subjects.
  • Performing engineering plans examination work in support of the central plans review function of the Development Services Division and Transportation Department including screening and preliminary plan review.
  • Researching historical background information pertinent to individual permit applications.
  • Performing technical analyses of plans, specifications, and reports.
  • Reviewing construction documents for completeness, accuracy, and conformance to applicable codes, ordinances, and national standards.
  • Conducting all types of traffic engineering studies, traffic signal timing and traffic management, Intelligent Transportation Systems (ITS) design, ITS configuration and maintenance, creating policies and design standards, reviewing roadway design plans, reviewing commercial development and subdivision plans, preparing or checking signing and striping plans for the City street system, and acting as the City's technical expert in these areas.
