The Transportation Division Manager 3, under the direct supervision of the Assistant Director of the Civil Rights Division, will serve as Section Head of the External Programs Section of the Civil Rights Compliance Division in Kanawha County. The incumbent will manage and provide complex administrative services for the Department of Transportation’s external civil rights and labor programs. Duties include extensive interagency collaboration with federal and state agencies; statewide coordination with Division of Highways district construction departments and highway construction contractor management; performing advanced, critical, and highly technical functions within transportation construction and project/funding management systems; navigating and interpreting complex Federal civil rights and labor regulations and providing guidance to agency and contractor management; data management, quality control, and reporting; regulatory compliance management and enforcement; providing training and technical assistance; and stakeholder outreach, engagement, and workforce development. Experience with Federal civil rights and labor regulatory programs and operations is preferred. Some statewide and overnight travel may be required. Performs other related duties as required.
