About The Position

The Transport Supervisor is accountable for the safe, reliable, and efficient execution of Guam Road Transport Operations. The role provides front-line leadership by supervising transport personnel, directing day-to-day transport activities, and ensuring fuel deliveries are completed safely, on time, and in compliance with company standards and regulatory requirements. The incumbent is responsible for workforce supervision, delivery scheduling, dispatch coordination, fleet utilization, contractor coordination, operational performance, customer service, and continuous improvement, while resolving day-to-day operational issues, achieving operational objectives, and supporting business continuity.

Requirements

  • Completion of a bachelor's degree at an accredited college or university, or five years related experience and/or training; or equivalent combination of education and experience.

Responsibilities

  • Ensure that there is an effective implementation of the company's Business Controls. This requires adherence to company policies, standards, guidelines and systems (procedures).
  • Be actively involved in Terminal initiatives/programs and its implementation. This may be on HSSE, Road Transport, Engineering, Finance, People, etc.
  • Effectively implement the HSSE-Management System for both the IP&E Terminal and Transport operations.
  • Monitor and report on HSSE performance.
  • Follow Incident/Near Miss Management Procedures.
  • Comply with all legal and regulatory requirements, operating permits and licenses, industry standards and codes of practice and internal performance measures.
  • Safeguard all company assets and facilities through effective maintenance to optimize its utilization.
  • Participate in all audits of the IP&E Terminal, Government and 3rd Party Terminal.
  • Maintain and update all work instructions and procedures related to SPPC Terminal Operations, Road Transport Deliveries, Dispatch Operations and management of drivers, and dispatchers.
  • Check that all documents are transmitted, filed properly. (i.e. easily retrievable) and updated according to the established procedure and regulations.
  • Implement order fulfillment, delivery procedures and Road Transport operation.
  • Liaise with 3rd Party Terminal Owner to ensure that the key issues in the Terminal operations (using the Risk Matrix) are identified and that action plans are developed to address those issues.
  • Keep the Directory of Supply and Operations and Regional Operations manager informed of all areas of operations that are likely to affect the attainment of company and Business plans and objectives.
  • Ensure effective communication between Terminal staff and management.
  • Be proactive in dealing with and reporting potential and actual delivery problems and customer's complaints and keep Guam Operations Manager informed.
  • Perform daily checks of delivery postings in NAV vs actuals
  • Own the operational performance of Guam Road Transport Operations, ensuring safe, efficient, and reliable product delivery.
  • Plan and optimize fleet capacity, workforce deployment, delivery routing, and resource allocation to maximize operational efficiency, fleet utilization, and service delivery while ensuring adequate staffing to support business requirements.
  • Monitor operational KPIs including: delivery performance, vehicle utilization, fleet availability, delivery accuracy, customer service metrics, HSSE performance
  • Lead cross-functional coordination between Terminal Operations, Customer Service, Engineering, Commercial, and Logistics to resolve operational issues.
  • Analyze operational data to identify opportunities to improve productivity, safety, customer satisfaction, and cost efficiency.
  • Participate in digital transformation initiatives affecting transport operations.
  • Accountable for overall transport operational performance.
  • Ensure delivery commitments are achieved safely and efficiently.
  • Lead continuous improvement initiatives that enhance transport safety, productivity, service quality, and operational efficiency.
  • Analyze operational performance, identify trends and bottlenecks, and implement corrective actions to improve productivity and reduce transportation costs.
  • Standardize transport processes and implement workflow, automation, and system improvements to improve operational effectiveness.
  • Benchmark transport operations against industry best practices and recommend operational enhancements that strengthen business performance.
  • Support Guam Operations Manager for the career development of staff, through participation in learning interventions, cross function training and upskilling.
  • Coach, mentor, and develop transport personnel to strengthen technical capability and operational effectiveness.
  • Identify competency gaps and recommend workforce development plans.
  • Provide technical guidance to dispatchers, drivers, and operational personnel as the subject matter expert for transport operations.
  • Promote continuous improvement and accountability within the transport team.
  • Provide manpower for back-up support for bunkers, vessel discharge operations, and other matters as needed.
  • Liaise, develop and maintain rapport with other staff, customers, community and government.
  • Make certain that staff has the right access to Company system, taking in consideration the job requirement and limitation of the system.
  • Exercise administrative functions on all subordinates.
  • Develop annual operating forecasts for transport activities.
  • Monitor transport operating expenses and identify opportunities for cost optimization.
  • Recommend operational investments that improve fleet utilization, transport efficiency, and asset reliability.
  • Analyze transportation cost trends and recommend initiatives that improve operational performance.
  • Implement, monitor and control expenditures related to road transport operations to a desired level.
  • Serve as the primary operational liaison for transport matters with internal departments and third-party logistics partners.
  • Build collaborative relationships with regulators, contractors, vendors, and customers.
  • Represent Road Transport Operations in operational improvement projects and cross-functional initiatives.
