About The Position

The Oregon Department of Corrections (ODOC) Transport Office in Salem is recruiting for one full-time permanent Transport Lieutenant. This position is for current ODOC and OCE employees only (contract workers excluded) and is a management service position not represented by a labor union. This role may be eligible for Police & Fire (P&F) benefits through the Public Employees Retirement System (PERS). The Transport Unit provides secure transportation for adults in custody, managing operational concerns for mass transfers, medical and court trips, and high-security inmate movement. The Transport Lieutenant directs, supervises, and guides subordinate security staff, monitors unit staffing levels, and liaises with various internal and external agencies including Health Services, Department of Justice, county agencies, medical providers, and internal security operations. The incumbent may also conduct transportation duties for high-risk inmates. This position manages staff deployment, time and attendance, leave usage, absenteeism, and performance management, focusing on minimizing overtime while meeting operational needs. The role oversees security operations for compliance with ODOC administrative rules and multi-state standards, conducts internal audits, reviews use-of-force incidents, and directs inmate transportation for court appearances, medical appointments, and inter-facility transfers. Responsibilities include supervising searches, use of restraints, key control, firearms oversight, documentation compliance, and maintaining a professional public presence while upholding strict security protocols.

Requirements

  • Three (3) years of experience in a correctional-security setting where primary duties were the care and custody of AICs.
  • One year of the experience must have been at the level of a Sergeant in a correctional system.
  • Be able to obtain, within two weeks, an Oregon Department of Public Safety Standards and Training (DPSST) Correctional Certificate OR a Correctional Certificate from another government agency.
  • Ability to obtain a valid Oregon motor vehicle operator's license.
  • Ability to obtain a CDL after being assigned to the Transport unit.
  • Ability to pass Range Qualifications.
  • Possess and maintain a clear criminal history.
  • Able to pass an alcohol and drug test.
  • Must be a current for ODOC and OCE employee (contract workers excluded) to apply.
  • Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

  • Compliance with all elements of Department of Corrections Contract 5321 (State Police IAA).
