About The Position

The Transmission Services Analyst series supports the administration and operation of Grant PUD's transmission services program. This includes Open Access Transmission Tariff (OATT) and Open Access Same-time Information System (OASIS) administration, customer service, regulatory compliance, scheduling, billing, contracts, rates, and business process improvement. Positions range from specialized analysts performing analytical and operational support to senior and lead-level roles providing subject matter expertise, complex issue resolution, technical leadership, work coordination, and strategic support for transmission service operations.

Requirements

Bachelor’s degree in business, engineering, management, finance, or related field OR two (2) additional years of relevant experience in lieu of degree.
Two (2) or more years of professional experience in program or policy development, finance, economics, energy risk, data analytics, utility operations, transmission services, or a related field (for Analyst I).
Five (5) or more years of progressively responsible professional experience in transmission services, utility operations, program or policy development, finance, economics, data analytics, or a related field (for Analyst II).
Demonstrated experience leading projects, initiatives, workgroups, cross-functional teams, or facilitating work across multiple stakeholders (for Analyst II).
Eight (8) or more years of progressively responsible professional experience in transmission services, utility operations, program or policy development, finance, economics, data analytics, or a related field, including at least two (2) years leading complex projects, initiatives, and cross-functional efforts (for Analyst III).
Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence.
Familiarity with compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Responsibilities

Administer functions of the Grant PUD OASIS site, including maintaining public information and Available Transfer Capability (ATC) postings.
Support maintenance of Grant PUD’s OATT and assist with compliance with applicable tariff requirements.
Monitor regulatory changes that may affect Grant PUD’s transmission tariff, business practices, or compliance obligations, and assist with analysis and implementation of revisions.
Maintain and support process improvement efforts associated with the OATT and related transmission business processes.
Review and evaluate Transmission Service Requests (TSRs), customer information submittals, and planning studies; identify necessary follow-up actions and coordinate with management when issues arise.
Assist with development and maintenance of business practices that clearly communicate Grant PUD’s transmission business policies and processes.
Support compliance-related activities associated with a non-jurisdictional entity providing transmission service as it pertains to compliance with FERC and the Federal Power Act.
Identify training needs and partner with appropriate team members and stakeholders to develop and publish training decks.
Support negotiations, administration, and ongoing execution of interconnection agreements and legacy transmission service contracts, including related analysis and documentation.
Contribute to the development and execution of transmission initiatives and strategies, including research, timeline development, work standards, and supporting implementation of programs and policies.
Coordinate and communicate with Grant PUD transmission customers on OATT service applications and inquiries.
Support development of transmission scheduling requirements in accordance with North American Energy Standards Board (NAESB) Wholesale Electric Quadrant (WEQ) standards; perform scheduling duties as assigned.
Support customer billing for transmission services, including development of billing templates and procedures for invoicing transmission and ancillary services.
Collaborate and assist with the Rates and Pricing Department by supplying data, performing analysis, and supporting the ongoing development and adjustment of transmission and ancillary service rates.
Perform quantitative analysis for projects related to transmission services and other services as necessary.
Manage multiple assignments, establish priorities, develop schedules, and consistently meet deadlines.
Provide expertise in all areas regarding the management of the Grant PUD OASIS, including maintaining public information and Available Transfer Capability (ATC) postings.
Lead the administration of Grant PUD’s OATT and support organizational compliance with all applicable requirements.
Stay current on regulatory changes that have the potential to impact Grant PUD’s transmission tariff and lead the effort to define and incorporate the appropriate revisions.
Maintain the supporting procedures and agreements associated with the OATT.
Lead review and resolution of complex or non-routine Transmission Service Requests (TSRs), customer information submittals and planning studies; identify issues, interpret requirements, recommend solutions, and coordinate resolution with internal stakeholders and management.
Develop and maintain the necessary business practices to clearly communicate Grant PUD’s transmission business policies and processes.
Demonstrate a firm and competent knowledge of the roles and responsibilities of a non-jurisdictional entity providing transmission service as it pertains to compliance with FERC and the Federal Power Act.
Engage multiple stakeholders at various levels of the organization and manage expectations, facilitating meetings and communications regarding use of the Grant transmission system.
Assist in the negotiation and on-going execution of interconnection agreements and legacy transmission service contracts as needed.
Lead assigned transmission initiatives and strategies through research, timeline development, work standards, implementation support, and policy development.
Provide transmission management support by serving as the first point of contact for transmission customers on OATT service applications and inquiries.
Interpret transmission scheduling requirements and develop, maintain and improve internal processes in accordance with North American Energy Standards Board (NAESB) Wholesale Electric Quadrant (WEQ) standards; perform scheduling duties and resolve scheduling-related issues as assigned.
Administer and improve customer billing processes for transmission services, including development of billing templates, procedures, reconciliations, and resolution of billing exceptions for transmission and ancillary services.
Assist the Rates and Pricing Department in the development of rates for transmission service.
Have a lead analytical role in the development and modification of rates for ancillary services and proactively manage the ancillary services rates as necessary.
Perform assigned tasks and follow through with minimal guidance and effectively manage multiple projects or tasks at any given time, setting priorities, schedules and meeting deadlines.
Provide strategic leadership and subject matter expertise in all areas regarding the management of the Grant PUD OASIS, ensuring accuracy, reliability, and regulatory compliance of public information and Available Transfer Capability (ATC) postings.
Coordinate, prioritize, assign, and review the day-to-day work of Transmission Services Analysts; provide technical guidance, ensure consistency and quality of work products, and elevate resource or performance concerns to management as appropriate.
Oversee implementation, governance, administration, and continuous improvement of Grant PUD’s OATT, ensuring full compliance with all requirements.
Own the development, documentation, and maintenance of all supporting procedures and agreements associated with the OATT.
Lead the evaluation and approval process for Transmission Service Requests (TSRs), customer information submittals, and planning studies ensuring consistency, compliance, and sound decision making.
Develop, refine, and champion business practices that clearly communicate Grant PUD’s transmission business policies to both internal stakeholders and external customers.
Demonstrate expert level understanding of the roles, responsibilities, and compliance obligations of a non-jurisdictional transmission provider under FERC and the Federal Power Act, guiding the organization and mentoring staff in these areas.
Engage, influence, and coordinate across multiple stakeholder groups, facilitating discussions, resolving issues, and aligning decision making related to the use and management of Grant PUD’s transmission system.
Lead the development and delivery of training content, partnering with appropriate team members and stakeholders to develop, publish and execute training decks.
Provide lead technical support for negotiation, interpretation, administration, and ongoing execution of interconnection agreements and legacy transmission service contracts.
Lead and coordinated transmission-related initiatives and strategies, including research, planning, development of standards, implementation of programs, and introduction to new operational policies, etc.
Provide transmission management support by serving as the subject matter expert for transmission customers on OATT service applications and inquiries.
Oversee the development and maintenance of internal scheduling processes, ensuring full alignment with North American Energy Standards Board (NAESB) Wholesale Electric Quadrant (WEQ) standards; oversee and/or perform scheduling duties as needed.
Serve as the primary escalation point for complex TSRs, customer issues, tariff interpretation questions, scheduling exceptions, and billing discrepancies.
Partner with the Rates and Pricing Department in the development of transmission service rates and lead analysis, development, modification, and ongoing review of ancillary service rates.
Conduct and oversee quantitative analysis for projects related to transmission services and other services as necessary, ensuring high quality analytical output.
Manage and coordinate workload across multiple concurrent priorities, exercising sound judgment, effective work prioritization, and consistent delivery of high-quality results within deadlines.
Provide mentorship and coaching to junior analysts by reviewing their work, offering constructive feedback, and sharing best practices.
