About The Position

This role is for a Transmission Planning Engineer, with openings for Intermediate to Principal levels. The position requires experience in the Transmission Planning discipline. The Intermediate to Senior Level provides technical expertise and analytical support for the corporation's transmission planning activities, performing studies and evaluating electrical alternatives to ensure transmission system reliability and support regulatory compliance. Responsibilities include power system modeling and analysis, developing transmission solutions for reliability and resiliency, creating technical reports and project scopes, and participating in industry committees. Individuals will gain comprehensive exposure to electric power system analysis, transmission system modeling, generation impacts, interregional power flows, and industry coordination. The Principal Level directs certain Transmission Planning activities, providing work direction, reviewing work products, and managing departmental programs. This includes generation interconnection and transmission service studies/issues, and planning the Bulk Electric System (BES) to meet demand and delivery obligations. Responsibilities involve performing technical analyses for load/generation additions, system response, and transmission capacity. The role also involves developing and approving transmission plan/project recommendations, representing the corporation on internal and external teams, promoting compliance and continuous improvement, and providing expert technical advice to executive staff. This role is accountable for the quality and timeliness of work products, ensuring adherence to NERC Reliability Standards and internal processes, and training/mentoring other engineers. It also involves leading the development of corporate positions and resolving issues.

Requirements

  • B.S. in Electrical Engineering or Computer Engineering; Related engineering disciplines with some electrical background will also be considered.
  • Some level of proficiency in industry-standard software (PSS/E, TARA, PSCAD, etc)
  • Computer Programming (creating/debugging code, application development, etc.)
  • Effective data management (MS Excel, Power BI, etc)
  • Financial & Economic Analysis Capabilities
  • Ability to manage multiple projects and/or study efforts simultaneously
  • Critical thinking and problem-solving
  • Eighteen (18) months with an electric utility or related field (for E-II)
  • Three (3) years in Power Systems with at least two (2) years in Transmission Planning (for E-III)
  • Six Years (four years with P.E. License) in Power Systems with at least three years in Transmission Planning (for E-IV)
  • Eight Years (six years with P.E. License) in Power Systems, with at least four years in Transmission Planning (for E-V)
  • Minimum of ten (10) years of progressive engineering experience (8 with a PE license) in an electric power system environment with at least six years in Transmission Planning or other related Power Systems disciplines.
  • Working knowledge of mandatory ERO Reliability Standards and experience in a key leadership role are required.
  • Master's Degree in Electrical Engineering or B.S. Degree in Electrical Engineering Technology with two and a half (2.5) years of experience in the electric utility industry in an engineering role; or B.S. Degree in a related engineering field with a Professional Engineer license (Electrical Discipline) and one (1) year of experience in the electric utility industry in an engineering role (Equivalent Experience for E-II)
  • E-II qualifications plus two (2) additional years of experience in the listed areas; or Eleven (11) years with an emphasis in Power Systems, with at least three (3) years in Transmission Planning (Equivalent Experience for E-III)
  • E-III qualifications plus three additional years of experience in listed areas; or fourteen years of emphasis in Power Systems with at least five years in Transmission Planning. (Equivalent Experience for E-IV)

  • Understanding of electric system technical system protection and operations issues as they relate to FERC, ERO, and Regional Entity compliance requirements.

Nice To Haves

  • Process design and procedure writing, along with experience in preparing for and coordinating compliance audits, are desirable.
  • EIT, P.E., & PMP are applicable but not required

Responsibilities

  • Performance of power system modeling and analysis in assigned areas using industry standard software.
  • Development and coordination of transmission solutions that promote system reliability and resiliency.
  • Development of technical reports, capital project scopes and justifications, and other procedural documentation.
  • Participation in industry committees and transmission planning collaboratives with other electric entities as assigned.
  • Direct certain Transmission Planning activities of the Corporation by providing work direction, review of work products, and managing Departmental programs supporting the Corporation's transmission interests in two primary areas: 1) generation interconnection and transmission service studies/issues, 2) planning of the Bulk Electric System (BES) to meet forecasted demand and delivery obligations.
  • Perform technical analyses to evaluate load/generation additions, dynamic/transient system response, transmission system capacity, and/or other analyses as assigned.
  • Develop and/or approve transmission plan/project recommendations that support internal and external approval for the release of capital transmission construction projects involved with the primary areas listed above.
  • Represent the Corporation on internal and external teams, committees, and industry groups.
  • Promote a culture of compliance, quality, and continuous improvement.
  • Provides expert technical advice in developing recommendations to executive staff.
  • The quality and timeliness of all work products in assigned areas.
  • Ensuring all analyses adhere to applicable NERC Reliability Standards, Georgia Integrated Transmission System (ITS) Guidelines and Procedures, and internal processes.
  • The training and mentoring of other transmission planning engineers with respect to assigned areas.
  • Performing a lead role in developing positions that support corporate strategic goals and in resolving issues internally and externally.
