Transmission Line Estimator

The MasTec Companies•Blue Bell, PA

About The Position

Henkels & McCoy, Inc. is seeking an experienced Transmission Line Estimator with a background in overhead transmission construction from 69kV through 765kV. The role develops accurate, competitive, comprehensive cost estimates for transmission line projects and supports the preconstruction and bidding process in collaboration with engineering, procurement, scheduling, and operations personnel. It is focused on estimating and does not include project management responsibilities. The estimator assesses quantities, labor and equipment productivity, material requirements, subcontractor pricing, access and logistics, foundations, structure installation, conductor stringing, and construction sequencing. The position also supports bid schedules, evaluates project-specific risks and constraints, prepares bid documentation, and maintains cost and productivity resources. Occasional travel may be needed for site visits, pre-bid meetings, customer engagements, and project handoffs.

Requirements

  • At least 5 years of estimating experience in the utility, power delivery, transmission, or heavy civil construction industry.
  • Demonstrated experience preparing estimates for overhead transmission line projects from 69kV to 765kV.
  • Strong understanding of transmission line construction methods, equipment, productivity factors, and labor requirements.
  • Experience reviewing engineering drawings, specifications, bid packages, contracts, and scope documents.
  • Proficiency with estimating software, Microsoft Excel, and related cost-estimating tools.
  • Ability to develop conceptual, budgetary, and detailed construction estimates throughout project development.
  • Strong knowledge of material pricing, subcontractor solicitation, vendor quotations, and market conditions.
  • Experience performing quantity takeoffs and analyzing project risks and opportunities.
  • Ability to collaborate effectively with engineering, operations, project management, procurement, and business development teams.
  • Strong analytical, organizational, and problem-solving skills, with exceptional attention to detail.
  • Excellent verbal and written communication skills, including the ability to present estimate assumptions and strategies to leadership and clients.
  • Working knowledge of utility owner standards and specifications, including investor-owned utilities, public utilities, and cooperative systems.
  • Ability to manage multiple bids and deadlines in a fast-paced environment.
  • Willingness to travel occasionally for site visits, pre-bid meetings, customer engagements, and project handoffs.

Nice To Haves

  • Bachelor's degree in Construction Management, Engineering, Business, Finance, or a related field.
  • Strong scheduling experience; Primavera P6 proficiency is strongly preferred.
  • Experience with B2W or similar estimating platforms.
  • Experience estimating EPC, design-build, or self-perform transmission construction projects.
  • Prior experience supporting projects for utilities.
  • Knowledge of foundation construction, steel structures, conductor installation, fiber integration, and substation interconnection work.
  • Experience with HCSS HeavyBid, InEight, Candy, Accubid, or similar estimating platforms.

Responsibilities

  • Prepare detailed labor, equipment, material, subcontractor, and indirect cost estimates for overhead transmission line construction from 69kV to 765kV.
  • Perform quantity takeoffs using engineering drawings, specifications, structure lists, bills of material, geotechnical reports, survey information, and other bid documents.
  • Estimate construction activities including clearing, access roads, construction matting, foundations, drilled piers, structure assembly and erection, conductor installation, stringing, grounding, OPGW installation, and restoration.
  • Estimate projects involving wood, steel, concrete, monopole, H-frame, lattice, and other specialized transmission structures.
  • Analyze construction methods, production rates, crew compositions, equipment needs, and site conditions to develop labor and equipment pricing.
  • Evaluate right-of-way conditions, access, terrain, environmental constraints, material laydown areas, logistics, and other site-specific cost factors.
  • Develop and support bid schedules using Primavera P6 or other scheduling tools, including construction sequencing, activity durations, crew requirements, and resource loading.
  • Ensure labor, equipment, material, and production assumptions are consistent with schedule requirements and construction sequencing.
  • Solicit, evaluate, and incorporate vendor and subcontractor quotations; review scopes for exclusions, qualifications, scope gaps, and potential cost impacts.
  • Analyze historical project costs, production data, and field performance to establish productivity rates and estimating assumptions.
  • Participate in pre-bid meetings, owner meetings, project site walks, and internal estimate reviews.
  • Identify project risks, schedule constraints, access challenges, environmental requirements, outage requirements, and other cost factors.
  • Prepare bid summaries, scope narratives, clarifications, exclusions, assumptions, and supporting estimate documentation.
  • Collaborate with engineering, procurement, scheduling, and operations personnel to validate quantities, methodologies, productivity assumptions, and constructability.
  • Maintain and improve historical cost databases, productivity information, crew and equipment rates, estimating templates, and other estimating resources.
  • Use B2W or similar estimating platforms to develop, organize, and maintain detailed estimates.
  • Support multiple concurrent bids and manage estimating deliverables to meet proposal and bid deadlines.
