About The Position

The Regional Transit Authority (RTA) is seeking to fill the position of Transit Operations Supervisor. This role is responsible for supervising, coordinating, monitoring, and controlling the work assignments of Streetcar Operators and overseeing the daily operations of RTA bus and streetcar service within the Operations Control Center. Additionally, the position involves instructing, coordinating, monitoring, providing, and critiquing training for Bus and Streetcar Operators, mechanics, and other personnel. This is an internal job posting, open only to current RTA employees.

Requirements

  • High school or GED degree; Associate degree preferred.
  • An equivalent combination of education and experience that demonstrates the ability to perform the position duties.
  • Four (4) to seven (7) years of increasingly responsible experience managing and coordinating service-related operations, preferably in a transportation agency.
  • Louisiana Commercial Driver’s License with a Passenger Endorsement.

Responsibilities

  • Coordinates bus and streetcar operations by receiving and transmitting information using a computer-aided dispatch system, multi-channel radio, and telephone communications console with Bus and Streetcar Operators, RTA management, police, and other agencies.
  • Coordinates and dispatches all streetcar assignments for revenue service, special events, and emergency response.
  • Monitors and supervises Operators' work, drive, and spread time.
  • Maintains and optimizes service reliability and on-time performance by implementing failure management strategies, which include real-time on-street service management and delay mitigation techniques (route diversions), and utilizing any other RTA resource.
  • Prioritizes reported problems in order of importance and severity and formulates, coordinates, and directs the appropriate course of remedial action.
  • Records pertinent data on incident reports detailing all reported crime activity, accidents, road hazards, mechanical malfunctions, and other miscellaneous operational problems and potential service disruptions.
  • Directs Operators during equipment breakdown and service delays or cancellations; requests assistance from other Streetcar and other RTA operations support personnel, public emergency services agencies, and the general public.
  • Responds to emergencies involving RTA personnel, vehicles, or property; determines and communicates the required response level by RTA personnel and other agencies, including police, fire, and emergency medical personnel.
  • Notifies appropriate personnel in case of Streetcar Operator emergencies, disruptions, or cancellations of service.
  • Reroutes lines and prepares detour notices when necessary, resulting from construction, fire, and police activities, civil emergencies, or other unexpected situations.
  • Serves as a regional coordinator of mobility services for police and fire agencies, State Office of Emergency Services, Federal Emergency Management Agency, the National Guard, and other emergency agencies during civil disturbance, natural disasters, and other emergencies; may be required to serve as RTA representative at city or county emergency operations command centers.
  • Responds to requests for assistance from disabled patrons and ensures transportation service in accordance with the Americans with Disabilities Act (ADA).
  • Performs customer and public relations duties, including retrieving lost articles and helping to locate missing persons.
  • Requests various operational reports submitted by operations staff for review and action by management, as appropriate.
  • Assists authorized outside agencies and internal departments with requests for operational information.
  • Operates non-revenue vehicles when patrolling assigned geographical areas to monitor and supervise Operators in the performance of their duties.
  • Operates revenue vehicles in the yard, streets, or highways when required.
  • Operates a bus/streetcar and/or other vehicles as needed during emergency situations.
  • Evaluates, diagnoses situations, and determines strategies to provide for the safety of street cars proceeding on scheduled and unscheduled routes.
  • Cites Operators for rule and standard operating procedure violations.
  • Counsels Operators and prepares written documents concerning Operators' performance.
  • Investigates traffic and workplace accidents, incidents, and customer complaints, and prepares necessary reports.
  • Performs undercover surveillance when necessary to confirm customer complaints or other reports regarding Operators' driving performance and/or behavior.
  • Enforces RTA policies, rules, and standard operating procedures, municipal, state, and federal rules and regulations pertaining to the legal and safe operation of revenue equipment.
  • Assists Operators by performing minor mechanical repairs and fare box repairs.
  • Plans, directs, and participates in RTA operations at special events.
  • Reports and takes action to mitigate hazards, scheduling, and operational problems.
  • Coordinates specialized training needs with division and department heads.
  • Conducts classroom, behind-the-wheel, and one-on-one training in the safe operation of revenue and non-revenue equipment using guidelines and requirements set forth by the Department of Motor Vehicles (DMV) and Federal Transit Administration (FTA).
  • Certifies training of operating personnel to ensure compliance with DMV and FTA regulations.
  • Develops and assesses accident and safety programs.
  • Trains department operating personnel and other employees in the application of RTA and departmental policies, procedures, and rules.
  • Trains personnel on physical requirements for commercial operators and ADA assistance requirements.
  • Trains other personnel to investigate accidents and incidents involving agency vehicles.
  • Maintains training efficiency and effectiveness by implementing programs and strategies for curriculum design improvement.
  • Performs various administrative assignments.
  • Provides direction to internal and external staff.
  • Adheres to safety rules, regulations, policies, and procedures to ensure the well-being of RTA customers, employees, and business partners.
