About The Position

Program Management Solutions is seeking a Training & Development Specialist to bridge technical healthcare systems and human performance. The specialist collaborates with technical and clinical stakeholders to design, deliver, and evaluate comprehensive training curricula, and manages training projects from start to finish. This is a remote position requiring extensive travel to support client exercises and on-site training delivery.

Requirements

• Bachelor’s degree.
• 3–5 years of professional experience in training, development, or instructional design.
• Comprehensive technical knowledge across complex, major technology assignments.
• Must be a U.S. citizen.
• Must possess an active security clearance or be able to successfully obtain one.
• Military background required.
• Willingness to travel extensively for client exercise activities and on-site training delivery.

Responsibilities

• Partner with technical and functional subject matter experts to assess existing materials and develop curricula for in-person instruction, virtual instructor-led training, and computer-based training.
• Design and conduct training and development programs to improve individual and organizational performance.
• Monitor and evaluate the effectiveness of training curricula, standard operating procedures, and educational materials.
• Oversee training and exercise support for government healthcare clients, including needs assessment, planning, execution, process improvement, and final reporting.
• Manage project timelines, assign internal responsibilities, and monitor progress to keep deliverables within scope and budget.
• Coordinate with technical, clinical, and administrative stakeholders to support cross-departmental compatibility.
• Prepare and deliver data-driven status reports and progress summaries for upper management.
• Identify resource gaps and hire talent as needed to meet evolving client needs.
