The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The centers provide campus-based direct services and supports at 13 centers located throughout the state. [This position may be eligible to earn additional pay for work performed on evenings, nights and/or weekends.] The Training and Development Specialist IV performs highly complex (senior-level) training and development work. Evaluates and designs training rosters for the SSLC. Monitors and documents the actions and behaviors of class participants to ensure compliance with SSLC policies and Facility Competency Training & Development (FCTD) guidelines. Facilitates workshops and meetings and maintains responsibility for the readiness, organization, and functionality of all CTD training rooms, equipment, and instructional materials. Serves as the FCTD curriculum coordinator and subject matter expert (SME) to ensure curriculum is updated as policies change and reflects current versions of the Texas Administrative Code, SSLC policies, and Centers for Medicare and Medicaid Services (CMS) standards. Works under limited supervision from the CTD Director, with moderate latitude for the use of initiative and independent judgment. This position may be required to drive a state-owned vehicle.

Requirements

  • Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy
  • High school diploma or equivalent is required.
  • Four (4) years of work experience in one or a combination of these areas is required: training, teaching, or coaching adult learners in a classroom or on-the-job setting, serving as a supervisor or lead worker
  • Experience with Microsoft Office products or an electronic health record system is required.

Nice To Haves

  • Graduation from an accredited four-year college is preferred.
  • Experience developing policies, reports, or curriculum/training materials is preferred.

Responsibilities

  • Evaluates and designs training rosters for the SSLC that are entered into PeopleSoft. Tracks training of all SSLC employees to ensure training compliance of at least 95%. Ensures the monthly mandatory/delinquent list is up to date and accurate which involves running a report at the beginning of the month and reconciling this with an excel spreadsheet to track all required and delinquent training for that month. This process is completed weekly to ensure an accurate account of what continues to be due for the SSLC. Sends reminders to appropriate individuals and follows up to ensure training is scheduled and completed.
  • Monitors and documents the actions and behaviors of class participants to ensure compliance with SSLC policies and FCTD guidelines. Documents any issues that arise during training such as inappropriate comments, dress code violations, behavioral issues (sleeping in class or using cell phones, etc.) using the designated process and forwards to information to the assigned supervisor. Assists the supervisor to address the situation.
  • Instructs assigned classes such as CPR, Ukeru, Safe Use of Restraints (SUR) and Van Driver Training. Maintains necessary certifications to teach certain FCTD courses and other assigned classes.
  • Facilitates workshops and meetings and maintains responsibility for the readiness, organization, and functionality of all CTD training rooms, equipment, and instructional materials. Supports survey and audit readiness for the CTD Department by responding to audit findings, preparing required documentation, and participating in meetings and conference calls. Prepares, reviews, and submits training reports as required to ensure compliance with internal policies and external regulatory standards.
  • Serves as the FCTD curriculum coordinator and subject matter expert (SME) to ensure curriculum is updated as policies change and reflects current versions of the Texas Administrative Code, SSLC policies, and Centers for Medicare and Medicaid Services (CMS) standards. Develops new training, addresses any local customization of standardized training, and enhances training content and/or interest. Attends committee meetings or workgroups as assigned, in order to produce new local training in order to accomplish plan of corrections or improvement. Ensures all local training is reviewed annually and updated to keep material current and interesting. Monitors all curriculum for the department and issues updates as necessary from Facility Support Services Competency Training and Development (FSSCTD) or when standards change.
  • Demonstrates accurate and effective use of the PeopleSoft Training Information Management System (TIMS) training management system to ensure complete, timely, and accurate documentation of staff training activities. Enters and maintains training rosters, generates departmental and compliance reports, and monitors data integrity to support regulatory requirements, workforce tracking, and organizational training goals.
  • Promotes the use of training services across the facility and collaborates with leadership to identify training needs and opportunities for improvement. Analyzes training content for accessibility and recommends modifications. Participates in resolving training-related problems and supports the effective use of modern training methods and techniques to enhance learning outcomes and service delivery.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations Plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
