About The Position

The Traffic Signal Technician positions operate within the Public Works Department. Traffic Signal Technicians operate under the Streets Division within Public Works but also assist the Facilities and Fleet Division. The general responsibilities for Traffic Signal Technicians consist of providing semi-skilled and skilled technical support to the City's Street Division in the maintenance and repair of traffic signals, streets, and street appurtenances as well as performing general maintenance and repair work within the Facilities Division. Generally, a Traffic Signal Technician will focus on routine and non-routine maintenance on city assets, including; traffic signals, safety lighting and associated appurtenances. In addition, Traffic Signal Technicians will assist with the routine and non-routine work on other city assets including: storm drainage systems, rights of way, buildings and facilities, medians, grounds, parks and trails. Signal Technicians are required to operate a variety of equipment including: stake bed trucks, aerial bucket trucks, front-end loaders, excavators, trailers, and hand tool equipment. On-call emergency response work is required for the Traffic Signal positions as a result of various types of damage, equipment failure and alarm notifications from City assets. Weekend work and after-hours work is required for City events and projects.

Requirements

Graduation from high school or equivalent, and experience performing duties associated with construction and maintenance tasks.
Must possess a valid California driver's license and a satisfactory driving record.
Modern methods, materials, equipment and standards of traffic signalization and operations of electrical work.
Modern office procedures, practices, methods, and equipment, including email, computer operations and applicable software such as Word and Excel; methods and techniques for record keeping and report preparation.
Proper English usage, spelling, vocabulary, grammar, and punctuation.
Electronic components and electrical code.
Traffic safety procedures, delineation with cones.
Computers and software used in traffic signal controllers.
Communication cable maintenance and troubleshooting.
Traffic signal procedures and operation with TMC.
Testing equipment used in electrical and mechanical troubleshooting.
Methods and practices of traffic signal inspection and plan checking.
Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.
Safely and effectively operate a variety of maintenance equipment, tools, and materials.
Perform maintenance, repair, and installation of traffic control devices and light standards.
Operate a variety of tools and equipment used in maintenance and construction.
Operate hand and power tools competently and safety.
Understand and carry out oral and written directions.
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
Respond to after hour call-outs as assigned.

May be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, travel and environmental conditions such as disruptive people.
Climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and often work with constant interruptions.
May be required to respond to after hours emergency call-outs and perform routine standby duties.
Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

Responsibilities

Performs general maintenance and construction activities and tasks.
Prepares material lists.
Acquires goods of $250 or less.
Keeps detailed maintenance logs and traffic signal timing records.
Verifies traffic signal operations are functioning correctly.
Investigates resident complaints regarding traffic operations, provides troubleshooting and repair if necessary.
Expected to perform assigned activities without detailed instructions.
Traffic Control Setup, emergency and non-emergency.
Replacement and construction of street lights and traffic signal facilities.
Day-to-day and routine maintenance and inspection of traffic signal equipment, including all electrical components.
Participate in, and plan review of, traffic related projects.
Provide USA markings.
Daily record keeping of traffic signal maintenance and operations.
Investigate complaints regarding signal operations.
Concrete and Asphalt Work – form setup, grade preparation, material placement and finishing.
Electrical Work – replacing fixtures, trenching, repairing and installing new conduit and wiring, installing and adjusting electrical time clocks, replacing electrical components.
Clean-up and Custodial Work – various types of debris clean-up from wind and storm events, public events, paint and liquid spills, construction work, general custodial work.
Painting – general maintenance painting, caulking, masking, clean-up.
Landscape Maintenance – tree pruning, planting, weed abatement, water system repairs.
Answers emergency calls from the public and other agencies taking appropriate action such as placing barricades, removing fallen trees and limbs, replacing street signs and emergency patching of streets, water and sewer lines.
Light Equipment and Tool Operations. Use of paint sprayers, power washers, compacting machines, various saws, drills, vacuums, leaf blowers and other power and handheld tools. Performs routine equipment safety inspections.
Heavy Equipment Operations. Operates bucket truck, tractors, and other equipment; performs routine maintenance on equipment.
Performs preventative maintenance and makes repairs on City buildings and facilities requiring some skill in general construction, such as: concrete, carpentry, roofing, drywall, painting, plumbing, and routine electrical maintenance.
Plants and transplants flowers, bulbs, shrubs, and trees; prunes and sprays shrubs and trees; waters and fertilizes turf; mows and edges lawns, installs and repairs irrigation systems.
Performs other duties of similar nature and level as assigned to address organizational needs and changing organizational practices.
