This position plays a critical role in ensuring the effective planning, funding, and delivery of Traffic Operations and TSM&O initiatives within the district. By developing and maintaining the Traffic Operations Work Program, coordinating budget needs, and ensuring alignment with the legislative funding process, the role helps secure and manage the resources needed to improve safety and mobility on Florida’s roadways. It also supports the department through contract administration, consultant coordination, financial oversight, and process improvements that enhance efficiency, accountability, and project delivery. Overall, this position strengthens FDOT’s ability to provide a safe, reliable, and well-managed transportation system for the public.   • A high school diploma and 3 years of relevant employment experience such as, Engineering, Contract Administration, or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, Policy analysis, financial modeling, accounting, statistics, transportation financial analysis, or work program development.
  • Post-secondary education, from an accredited college or university may substitute for the required work experience on a year-for-year basis.

Responsibilities

  • Responsible for the development, review, and distribution of the tentative work program in Traffic Operations and TSM&O, by updating project data, including descriptions, phase amounts, estimates, and funds.
  • Coordinates with the supervisor and Project Managers in devising strategies, conducting brainstorming sessions, and preparing the Traffic Operations Work Program, including forecasting and integrating future budget requirements into the legislative budget process during the gaming cycle and throughout the fiscal year.
  • Collaborates with Work Program staff during the gaming cycle and the year to ensure funding levels align with the developed Traffic Operations Work Program.
  • Plans, analyzes, coordinates, and/or evaluates contract administration tasks providing engineering services support to Traffic Operations, including Transportation Systems Management and Operations (TSM&O).
  • Assists Project Managers in the management of contractual and professional services agreements by processing and submitting procurement actions such as issuing Notice To Proceed (NTP) and Basic Service Work Orders, obtaining amendments and supplements, securing fee proposals and issuing Letters of Authorization to consultants; ensuring accuracy of Contract Invoice Transmittal (CIT) packages and Consultant Invoice Tracking System (CITS) submittits; tracking consultant grading for timeliness; ensuring adequate and timely funding for all work performed under the contracts; input agreements and amendments into Florida Accountability Contract Tracking System (FACTS).
  • Assists Project Managers in preparing justifications of outstanding encumbrances in reports provided by the Financial Services Office and the Roll Forward / Certified Forward reports prepared by the Work Program Office.
  • Monitors Consultant Acquisition Plan, making sure commitments are met.
  • Monitor the Consultant Acquisition and Maintenance Commitment Plans to ensure that the Traffic Operations TSM&O unit adheres to the planned funding commitment schedules.
  • Review, revise, and assist in developing and managing Joint Participation Agreements and Locally Funded Agreements as necessary.
  • Acts as the Project Manager for district-wide contracts and related agreements, with responsibilities confined to providing administrative engineering services support to professional and technical staff utilizing the consultant.
  • Responsibilities include, but are not limited to, encumbering funds, ensuring accurate pay status, monitoring budget, and expenditures.
  • Develops and implements recommendations to management regarding process changes to enhance the coordination, efficiency, and effectiveness of the total contracting function from the perspective of both individual projects and district-wide/general consultant contracts.
  • Assist the Traffic Operations Contract on Budget and Expenditure Reports; oversee and forecast contract expenditures to prevent budget overruns; and provide the supervisor with regular updates on these reports.
  • During a declared emergency event, the incumbent of this position will be required to assist the District as needed.
