About The Position

Serves as a Traffic Management Specialist in the S3 Surface Operations Center (SOC). The role coordinates transportation support with military commands, transportation battalions and detachments, commercial carriers, terminal personnel, and other government agencies. The specialist prepares operational reports, briefings, studies, analyses, and recommendations for supervisory and command-level review; assists in evaluating transportation automation systems; maintains liaison with supported commands and transportation stakeholders in the assigned area of responsibility; and participates in joint planning conferences, operational planning events, exercises, and contingency operations.

The position has a 25% temporary duty (TDY) or business travel requirement, and the employee may need to be available for TDY within 24 hours when directed as a member of the 599th Transportation Brigade Deployment and Distribution Support Team. It is designated Emergency Essential, and the incumbent must meet applicable physical requirements for assigned duties, including deployment and travel. The incumbent must be able to obtain and maintain eligibility for a Secret security clearance or access. Appointment may require a background investigation and a one-year probationary period.

Requirements

• One year of specialized experience analyzing surface transportation operations; managing deployment/redeployment exercises or contingency cargo movements; using automated transportation or in-transit visibility systems; and preparing transportation reports, briefings, analyses, or recommendations. The experience is typical of work at the GS-09 level.
• Alternatively, a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in a field demonstrating the knowledge, skills, and abilities necessary for the position.
• A combination of education and experience may qualify if the computed percentage of the requirements is at least 100%.
• Applicants who held a General Schedule position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
• Ability to obtain and maintain eligibility for a Secret security clearance or access for the duration of employment.
• Ability to meet applicable physical requirements for assigned duties, including deployment and travel requirements.
• Availability for TDY or business travel 25% of the time, including possible TDY with 24-hour notice.
• Applicants must meet an eligible employment authority category and provide documents proving eligibility.
• U.S. citizenship is required.
• Foreign education used to meet qualification requirements must be evaluated and deemed equivalent to U.S. accredited education, or receive full credit from a U.S. accredited college or university.
