About The Position

Arlington County is seeking three Trades Manager/Leader (TML) I/II positions within the Department of Environmental Services’ Water, Sewer, Streets Bureau (WSS), Operations Division. These roles will supervise and lead multi-functional crews responsible for the maintenance, repair, replacement, and installation of public infrastructure, as well as vegetation management. Responsibilities also include snow removal, emergency response, and supporting other WSS operations. The positions are available in Sewer Construction, Street Construction, and Sewer Maintenance. Specific duties for a General TML I include planning, managing, and evaluating projects; assisting with project scope definition and work plans; scheduling, coordinating, and overseeing crew activities; monitoring program performance, productivity, and compliance; training and mentoring staff; ensuring availability of tools and equipment; completing administrative functions; resolving field issues; responding to emergencies; collaborating with various stakeholders; interpreting regulations; reading blueprints and technical manuals; and coordinating with County staff for off-hour operations. The TML II position encompasses all general TML I duties plus specific responsibilities in Sewer Maintenance, Sewer Construction, or Street Construction. Additional TML II duties include managing snow equipment repairs, coordinating MS4 SWPPP maintenance, overseeing a training program for Service Labor and Trades (SLT) members, interacting with various stakeholders, and coordinating special tasks.

Requirements

High School Diploma, GED, or Graduation from Vocational School
Three years of trades work that includes responsibility for providing leadership to other trades workers and/or managing trades projects that includes construction/maintenance in water, sewer or street operations
Demonstrated experience managing projects, budgets, and operational resources effectively
Experience supervising, mentoring, and evaluating skilled trades personnel
Proven ability to build and maintain collaborative working relationships with government agencies, contractors, community stakeholders, and the public
Excellent verbal and written communication skills, including the ability to develop, edit, and present reports, proposals, policies, procedures, and recommendations
Strong technical proficiency with asset management and work order management systems, including the ability to assign, monitor, and track work electronically using databases, spreadsheets, and related software applications
Possess a category Class "A" or "B" commercial driver's license from the applicant's place of residence or be able to obtain one within six (6) months of hire
Possess a valid motor vehicle operator's license from the applicant's place of residence
Authorize Arlington County to obtain, or provide a copy of the applicant's official state/district driving record
Provide written consent for Arlington County to obtain from previous employers information required by DOT agency regulations concerning drug and alcohol testing information
Pass a pre-employment drug screening and alcohol breath test
Learning and following all safety rules and regulations pertaining to job functions which include attending all required safety classes and meetings

Responsibilities

Planning, managing, and evaluating sewer maintenance and construction projects
Assisting with defining project scope, developing work plans, and implementing Capital Improvement Program (CIP) projects
Scheduling, coordinating, and overseeing crew activities to ensure safe, efficient, and timely completion of work
Monitoring program performance, productivity, and compliance with budgets, schedules, policies, and regulations
Training, mentoring, and monitoring staff in the use of specialized equipment, technical procedures, and safety practices
Ensuring the availability of required tools, materials, supplies, and equipment
Completing and reviewing administrative functions, including time reporting, activity tracking, billing coordination, incident reporting, and performance evaluations
Resolving field issues and ensuring adherence to all safety requirements and accident prevention measures
Responding to emergency and standby situations, mobilizing staff and coordinating communications as needed
Collaborating with citizens, contractors, utility locators, engineers, surveyors, and other stakeholders
Interpreting and enforcing federal, state, and local regulations, policies, and safety standards
Reading and interpreting blueprints, maps, diagrams, and technical manuals to support project planning and operations
Coordinating with County staff and supporting off-hour operations as needed
Directing crews on-site in a variety of technical procedures such as snaking and flushing water/sewer lines, conducting smoke and dye tests, inspecting manholes, and other specialized maintenance activities
Directing flushing and cleaning operations based on grease and trouble areas and general life cycle flushing practices
Coordinating with other TMLs, Bureaus, and departments to perform maintenance on other sewer infrastructure, such as lift stations and other maintenance activities at the Water Pollution Control Plant
Directing crews on-site in a variety of technical procedures to repair, maintain, and install storm and sewer pipes, manholes, catch basins, and other associated infrastructure
Coordinating with other TMLs and Bureaus to coordinate investigations and repairs of sewer and storm infrastructure
Prioritizing repairs in collaboration with other Bureaus and Departments to mitigate adverse effects on the community
Directing crews on-site in a variety of technical procedures to repair, maintain, and install storm and ADA curb ramps, sidewalks, driveway aprons, and other multimodal infrastructure
Understanding and applying ADA and PROWAG regulations as they pertain to new construction
Coordinating with other TMLs, Bureaus, and Departments to collaboratively schedule and construct traffic calming, pedestrian, multimodal, and other infrastructure improvement projects on time
Managing, preparing, documenting, and coordinating repairs to snow equipment
Coordinating and managing the areas of the County’s MS4 SWPPP that WSS maintains
Overseeing a training program that ensures Service Labor and Trades (SLT) members understand and are aware of the County’s policies, procedures, and standards/details
Interacting with citizens, contractors, Miss Utility locators, engineers and surveyors, and on-site facility maintenance staff
Coordinating special tasks, such as building repairs, snowplow “roadeo” setup, etc.
