About The Position

ICF is seeking a Trade Ally Network Manager to support energy efficiency programs across Ontario. This role is responsible for recruiting, onboarding, managing, and optimizing the performance of trade allies delivering energy efficiency upgrades under the program. Reporting to the Project Coordinator, the Trade Ally Network Manager plays a critical role in ensuring a strong, high‑performing, and geographically distributed contractor network. This is a client‑facing, field‑based, intermediate‑level position that balances hands‑on relationship management with data‑driven performance oversight. The role requires regular travel throughout Ontario and significant on‑the‑road engagement with contractors and program partners.

Requirements

  • 3+ years of progressive experience in trade ally management, contractor oversight, field operations, or related roles
  • Ability to travel 30–70% of the time across Ontario

  • Direct experience working with HVAC, insulation, electrical, or building envelope trades
  • Familiarity with utility‑administered or province‑regulated DSM programs
  • Experience supporting QA/QC processes, field inspections, or corrective action planning
  • Comfort analyzing contractor‑level performance data and translating insights into action
  • Experience working with geographically dispersed contractor networks
  • Previous client‑facing experience with public‑sector, utility, or regulated program stakeholders
  • Strong comfort working in the field

Responsibilities

  • Recruit, vet, and onboard qualified trade allies across Ontario, including HVAC, insulation, air sealing, electrical, envelope, and multi‑trade contractors
  • Serve as the primary point of contact for trade allies within assigned and flexible territories, building strong, long‑term working relationships
  • Manage the full trade ally lifecycle, including onboarding, training coordination, performance monitoring, corrective action, and, where appropriate, recommendations for suspension or removal from the network
  • Conduct regular in‑field engagement with trade allies, including site visits, ride‑alongs, meetings, and training or touchpoint events
  • Track and evaluate trade ally performance using program data, dashboards, and KPIs (e.g., volume, quality, timeliness, customer experience, and compliance)
  • Use data and performance trends to identify risks, gaps, and opportunities, and recommend targeted improvements or interventions
  • Collaborate closely with internal teams (QA/QC, application processing, IT, marketing, and reporting) to resolve issues impacting trade ally or customer outcomes
  • Support the Project Coordinator, Outreach Lead, Marketing Lead, and Program Manager with trade‑related insights for client reporting, program planning, and continuous improvement
  • Participate in client meetings as needed to provide updates on trade network health, performance trends, and corrective actions
  • Ensure trade ally activities align with program requirements, equity objectives, health and safety standards, and applicable regulatory or utility guidelines
  • Maintain accurate documentation related to trade ally engagement, performance, and communications
