About The Position

The Virginia Department of Transportation (VDOT) is seeking an experienced Tolling Business Analyst to support the optimization, design, development, and maintenance of enterprise tolling technology solutions. This role will work closely with internal technical teams and external business stakeholders to analyze operational systems, document business requirements, and translate business needs into actionable technical specifications. The ideal candidate is a highly collaborative Agile Business Analyst with strong enterprise systems experience, excellent communication skills, and the ability to drive business and technical alignment across complex initiatives. VDOT’s IT Division is seeking a Functional Analyst to support Tolling initiatives by improving business processes and enhancing enterprise technology solutions. The selected candidate will collaborate with stakeholders to identify operational gaps, document requirements, define technical specifications, and support solution implementation across enterprise tolling systems. This role requires strong expertise in Agile methodologies, enterprise data management, business process modeling, and systems analysis. The Business Analyst will work closely with Product Owners, Scrum teams, Project Managers, and technical staff to support backlog management, user story development, testing coordination, and solution validation. The ideal candidate will possess a strong analytical mindset, exceptional communication skills, and the ability to translate complex business requirements into scalable technical solutions that align with organizational goals.

Requirements

  • Advanced understanding of enterprise data management concepts and tools with 8+ years of experience
  • 8+ years of experience delivering business and systems analysis artifacts
  • 5+ years of experience as an Agile Business Analyst with strong knowledge of Scrum methodologies
  • 5+ years of experience organizing and maintaining Product and Sprint backlogs
  • 5+ years of experience translating client and product strategy requirements into application requirements and user stories
  • 5+ years of experience defining acceptance criteria and managing the acceptance process with development teams
  • 5+ years of experience demonstrating exceptional written and verbal communication skills while collaborating with diverse stakeholders and customers
  • Strong proficiency in business process management concepts and BPM tools
  • Strong experience creating business process models and workflow documentation
  • Experience working with large, multi-module enterprise systems
  • Proficiency with Microsoft Office Suite including Word, Excel, Access, Outlook, Visio, PowerPoint, and Project Server
  • Experience with Application Lifecycle Management (ALM)
  • Must physically reside within the United States for the duration of the assignment
  • Must be able to travel to Richmond, VA as needed for meetings
  • Must be able to report onsite in Richmond, VA to pick up equipment
  • Must participate in a virtual webcam interview
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future

Responsibilities

  • Partner with business stakeholders and project teams to understand operational workflows, identify pain points, and improve business processes
  • Conduct root cause analysis to identify system deficiencies and recommend effective business and technical solutions
  • Analyze enterprise tolling systems and document current-state and future-state business processes
  • Translate business needs into detailed technical specifications for development teams
  • Gather, document, and manage detailed business requirements and user stories
  • Decompose requirements into Epics, Features, and actionable user stories aligned with Agile delivery practices
  • Support Product Owners with backlog refinement, prioritization, dependency management, and sprint planning activities
  • Define and manage acceptance criteria in coordination with development teams
  • Develop process flows, context diagrams, data flow diagrams, and other business analysis artifacts
  • Create conceptual prototypes and mock-ups to support stakeholder understanding and solution visualization
  • Maintain comprehensive documentation to support system enhancements and operational improvements
  • Define testing objectives and develop detailed test plans and test cases
  • Execute functional and regression testing activities to validate system changes
  • Coordinate and facilitate User Acceptance Testing (UAT) with business stakeholders
  • Communicate testing progress and issue resolution updates to Project Managers and Scrum Masters
  • Work effectively with cross-functional teams, technical staff, and executive leadership
  • Present technical concepts and process improvements in a clear and understandable manner
  • Support continuous improvement initiatives across VDOT Tolling operations
