About The Position

The Department of Natural Resources (DNR) has an exciting opportunity within our Enterprise Performance and Project Management Office as a Workday Business Analyst, Management Analyst 4 (MA4). The DNR’s Enterprise Performance and Project Management Office (EPPMO) is seeking a skilled and energetic individual to execute current and future state business process mapping, gap analysis, business system testing, and business transformation. The Workday Business Analyst position serves as an expert business analyst as a part of the OneWA Project implementing Workday as the statewide Enterprise Resource Planning tool and financial system of record. This full-time and permanent position will be an expert in identifying and documenting business requirements, understanding if new Workday system functionality meets business requirements, identifying and analyzing gaps within that functionality, and discovering and recommending option(s) to close those gaps in the future. This position facilitates cross-functional teams in business process analysis, document group learning, produce training and learning materials, test system functionality, identify and track defects and defect resolution, and serve as a part of a support structure for impacted staff leading up to and during project sustainment periods. Fluency in basic financial language and accounting principles, business analysis, flexibility and ability to embrace challenges and change, and organizing multiple assignments and deliverables simultaneously are all important competencies for success in this role.

Requirements

  • An associate’s degree in public administration, technology, business administration, finance, or a closely related field AND two years of experience in business analysis work, developing requirements, process improvements, and/or performance management; OR an equivalent combination of education and/or experience.
  • Experience in at least two of the following areas: Business analysis and requirements development, System testing for business functionality, Business defect tracking and resolution, Continuous improvement, Organizational change management, Project management, Performance measurement/management
  • Preparing and presenting effective and accurate analysis narrative, statistical and graphical reports.
  • Experience creating tools and templates, reference material, job aids, business cases, and training materials.
  • Experience with process optimization, to include developing appropriate recommendations, improving and streamlining work processes.
  • Experience breaking down, sorting, and synthesizing information, identifying trends and key themes, forming accurate conclusions and displaying through charts, graphics, and developing appropriate action steps and recommendations to ensure requirements and/or optimizations are resolved.
  • Experience with an Enterprise Resource Planning tool with some combination of the following functions: Core Financials (including but not limited to Accounts Payable, Accounts Receivable, Allocations, Banking, Financial Accounting, and/or Asset Management), Human Capital Management, Budget, Procurement, Expanded Financials
  • Knowledge of basic principles of management, finance, business operations, and Generally Accepted Accounting Principles (GAAP).

  • Advanced skill level/proficiency with design, build and administration of project libraries, lists and toolkit platforms such as Microsoft SharePoint.
  • Advanced skill level/proficiency with design, build and administration of process improvement approach and projects.
  • Working knowledge of the state's Agency Financial Reporting System (AFRS), Enterprise Reporting system, the Ad-Hoc Tool, and the AFRS Financial Toolbox.

Responsibilities

  • Align agency business requirements with Workday system functionality related to: Initially: Core Financials (including but not limited to Accounts Payable, Accounts Receivable, Allocations, Banking, Financial Accounting, and/or Asset Management) Long-term: Human Capital Management & Payroll Budget Procurement Expanded Financials
  • Learn and practice Workday functionality as configurations become available; actively participate in meetings, trainings, demos, and learning sessions among other meetings; research and facilitate meetings with SMEs to identify, understand and document business requirements and current state business process; document artifacts such as use cases, current state documentation, future state documentation, learning and reference materials, tools and templates, and job-aids.
  • Through collaboration and work group facilitation identify gaps between Workday system functionality and business requirements, analyze these gaps to gauge severity and options to resolve, and offer recommendations to project leads and decision makers on how best to resolve identified gaps.
  • Collaborate with SMEs and cross-functional teams to validate functionality maps, job-aids, and other reference material provided by the OneWA Program and adapt to DNR specific use cases.
  • Identify and track to resolution functionality defects with OneWA configured Workday and other assigned systems.
  • Provide Workday business support to impacted staff leading up to and post go-live.
  • Facilitate knowledge transfer to impacted staff and assist with developing and delivering training materials.
