About The Position

The Texas Department of State Health Services (DSHS) seeks highly qualified candidates to fill the Texas Health Care Information Collection (THCIC) Director position within the DSHS Center for Health Statistics (CHS). The purpose of the Center for Health Statistics is to make a difference every day by delivering public health data to meet public health practice and research needs. The position provides advanced direction and guidance to operating the THCIC unit within the Center for Health Statistics (CHS). Ensures the unit runs smoothly and efficiently as possible while meeting customer needs. Provides advanced direction, technical leadership, consultation, and expertise to unit operations and planning. Initiates, designs, implements, coordinates, and evaluates better business practices within the unit. Establishes specific unit strategies and ensures strategic goals and objectives are cascaded down from DSHS and CHS strategic planning. Develops and implements an employee engagement strategy for the unit and applies best practice related to recruitment, hiring, ways to build strong teams, develop staff, and retain employees. Designs and implements strategies to ensure all data and analyses are reliable, accurate, available, accessible, complete, and timely. Supervises the work of unit staff and manages the unit budget. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Management, supervisory or team lead experience.

Responsibilities

  • Provides advanced leadership and oversight of the day‑to‑day operations of the Texas Health Care Information Collection (THCIC) within the Center for Health Statistics.
  • Oversees all business functions unique to the unit, including data acquisition and processing; training of facilities, vendors, and contractors on submission requirements; research and data reporting; and rules and policies related to data submission, correction, certification, transfer, protection, and reporting.
  • Develops, implements, and documents THCIC rules and policies to ensure alignment with applicable state and federal statutes, regulations, and agency requirements.
  • Works collaboratively with internal leadership, legal counsel, HHSC, executive management, administrative contractors, and external stakeholders to design and implement data collection processes for over 1,600 healthcare facilities statewide.
  • Oversees the development of specialized reports, quality and utilization measures, new data reporting tools, and the collection and distribution of Healthcare Effectiveness and Data Information Set (HEDIS) data.
  • Plans, assigns, and supervises the work of a team of technical staff whose responsibilities may include research and analytics, systems oversight, program and contract management, compliance monitoring, training, and web or data dissemination functions.
  • Organizes workflow; establishes priorities; and ensures employees clearly understand assigned duties and performance expectations.
  • Monitors productivity and performance; provides coaching, feedback, and corrective action as needed; and supports ongoing professional development.
  • Maintains appropriate staffing levels by leading recruitment, selection, onboarding, training, succession planning, and staff development activities to support operational, strategic, and statutory objectives.
  • Leads continuous quality improvement initiatives and evaluates unit activities, workflows, and business functions to identify gaps, inefficiencies, and opportunities for improvement.
  • Develops and implements process improvements that strengthen THCIC program performance, enhance operational efficiency, and improve customer service.
  • Designs and applies strategies to streamline internal processes, maximize staff productivity, and support timely, accurate, and appropriate access to data for authorized users and the public, consistent with the program’s statutory purpose.
  • Establishes and maintains a strategic vision for the unit that aligns with DSHS and Center for Health Statistics strategic goals.
  • Develops action plans, performance measures, and timelines to ensure strategic objectives are achieved, with particular emphasis on data dissemination, transparency, and revenue‑generating strategies.
  • Identifies emerging needs, risks, and opportunities and makes strategic recommendations to the Director of the Center for Health Statistics and executive leadership to improve THCIC operations, streamline processes, and expand access to high‑value public health data.
  • Develops and implements an employee engagement strategy that promotes a collaborative, high‑performing work environment and supports recruitment, retention, and staff development.
  • Applies best practices to build strong, effective teams and foster leadership capacity across the unit.
  • Utilizes staff feedback tools, including the Survey of Employee Engagement and other performance indicators, to guide engagement initiatives and strengthen the unit’s ability to deliver reliable, timely, and relevant public health data in support of the Center’s mission.
  • Designs and implements strategies to ensure all data and analyses are reliable, accurate, available, accessible, complete, and timely.
  • Establishes adequate controls to ensure proper data quality.
  • Implements best practices to maintain a high quality of information.
  • Documents all quality control procedures and processes.
  • Oversees and manages the unit budget, fiscal year spending plans, and expenditures to ensure resources are aligned with strategic goals, statutory responsibilities, and program priorities.
  • Assesses budget needs; monitors expenditures; and provides financial oversight to support THCIC operations.
  • Assists in the development, oversight, and management of administrative contracts and other agreements related to unit operations, data collection, and service delivery.
  • Performs other duties as assigned to support agency goals and priorities.
  • Represents the Center and THCIC, as assigned, in internal and external meetings, committees, and professional forums as a subject matter expert in healthcare data collection, analysis, and dissemination.
