Testing Manager
About The Position
The Testing Manager will support the DLA Procurement Integrated Enterprise Environment (PIEE) Development and Sustainment program, which modernizes, enhances, and sustains a mission-critical defense procurement and payment platform comprising approximately 34 applications. Program areas include enterprise software modernization, legacy-code refactoring, Agile/DevSecOps delivery, AWS GovCloud operations, CI/CD automation, cybersecurity, AI/ML integration, automated testing, and improved system performance and user experience. The role supervises test specialists and manages complex test programs. It develops test strategy, analyzes system performance and test results, works with the client, and recommends test cycles, plans, reviews, and objectives. The manager applies test methodologies and test discipline to design executable programs, translating program requirements and user stories into test cases while coordinating with diverse organizations to deliver effective testing.
Requirements
- Active Secret clearance.
- At least 8 years of relevant experience.
- Experience with quality gates, test coverage, release readiness, and configuration controls.
- Experience testing software applications, including system, regression, acceptance, end-to-end, performance, and automation testing, as well as release management.
- Experience in Agile.
- Knowledge of system operations, engineering, and DevOps integration.
- Experience developing and maintaining test cases using designated automated test tools.
- Detailed familiarity with commercial test environments and operating systems.
- Experience supervising test specialists and managing complex, state-of-the-art test programs.
- Experience translating complex program requirements into testable requirements.
- Experience analyzing and recommending test cycles, test plans, safety reviews, and detailed test objectives.
- Bachelor’s or master’s degree.
- Relevant certification from a nationally recognized technical organization.

- Independently assess system performance against stated requirements.
- Apply test discipline to design a thorough and executable test program.
- Use cases and user stories to create test cases.
