About The Position

The candidate will work in the KC-46 program office, applying knowledge of Department of Defense test and evaluation processes to assist with the design, planning, execution, analysis, and reporting phases of test and evaluation programs. This includes applicable FAA certifications and procedures and assessing the performance of aeronautical systems, subsystems, and equipment as they progress through acquisition phases and milestones. The role supports test and evaluation management across program documentation, contract award activities, source selections, integrated test teams, test planning, test-resource coordination, program reviews, and milestone events. It also includes technical and engineering support for aircraft and aerial-target systems, analysis of test data, and recommendations to improve test strategies, procedures, and program outcomes.

Responsibilities

  • Review, develop, and update program documentation covering test and evaluation management requirements across pre-award, proposal evaluation, and post-award contract activities.
  • Advise program source selections on test and evaluation management requirements.
  • Assist with project team meetings, working groups, and reviews.
  • Support integrated test team activities and interactions with higher-level test organizations, including OSD/DOT&E, as needed.
  • Evaluate the effort, resources, and integration needed to develop executable test and evaluation programs and carry out test plans.
  • Assist with scheduling and securing test resources in support of program office objectives.
  • Support major program reviews, inspections, conferences, test-plan working groups, executive independent reviews, program evaluations, test readiness reviews, and other test-related or milestone events.
  • Assist in developing and maintaining test plans and procedures, test and evaluation management plans, acquisition strategies, and planning documents.
  • Coordinate ATP for delivered items and associated plans and testing requirements with program office customers, contractors, and other agencies with test standardization or oversight responsibilities.
  • Research minimum test requirements, define task scope, select alternatives, and analyze test strategies for projects with unique or potentially controversial requirements.
  • Recommend on-site test facility improvements to Government officials and propose solutions to program test problems, issues, or concerns.
  • Determine the capability and availability of DoD and civilian test resources and facilities, including planning and organizing aircraft, subsystem, and component flight and ground testing with contractors and other organizations.
  • Prepare, maintain, update, and review test plans and related documentation—including strategies, reports, requirements, and objectives—for adequacy, compliance, and conformity with mandatory guidance; recommend improvements.
  • Conduct tradeoff studies and recommend alternative test strategies and approaches to senior leadership.
  • Perform material solution analyses leading up to design reviews.
  • Develop or assist with draft documentation and presentation materials as requested or required by program cost, schedule, and performance constraints.
  • Provide personnel with extensive technical-documentation experience.
  • Evaluate unmanned aerial target schematics, parts, and drawings for compliance with military and commercial standards.
  • Use ETIMS/CITOMS as needed to support workload requirements.
  • Review, analyze, and resolve equipment interface problems.
  • Assist in determining and defining aircraft configuration requirements and support the CCB for aircraft modifications.
  • Review, analyze, and identify potential updates to TCTOs, drawings, ECOs, IPBs, and other applicable aerial-target technical data.
  • Conduct engineering studies; develop test procedures, repair capabilities, and maintenance or inspection requirements; and analyze REMIS and IMDS data.
  • Provide historical technical, programmatic, and logistical information and data to support timely engineering and management decisions.
  • Assist with data collection and evaluate data sufficiency.
  • Assess data-collection methodology, instrumentation, and procedures; format data for computer processing and analysis; and perform first- and second-generation data reduction.
  • Analyze data using modeling and simulation techniques, models, computer simulations, or other tools and methods as necessary.
  • Recommend and assess test-data requirements needed to meet program objectives within cost and schedule constraints.
  • Use analysis results to recommend changes to testing techniques or procedures and identify areas for further investigation.
