About The Position

BYDS operates under a DCSA FOCI-mitigation agreement that requires one named authority who can attest to the TCP and answer directly to the Board's Government Security Committee (GSC). The TCP, the access decisions on ITAR-controlled data, and the annual program reports carry the TCO’s signature: this is not an advisory function, it is a position of record for the organization. Key responsibilities include aligning security program goals with organizational objectives, assessing and mitigating risk, ensuring regulatory compliance, protecting personnel, information, facilities, and business operations.

Requirements

  • Bachelor’s or master’s degree in computer science, Information Security, or related field
  • Strong understanding of NISPOM, DAAPM, JSIG methodologies and techniques
  • Proven experience as an ISSO supporting DoD efforts
  • Knowledge of various FOCI Mitigations, DCSA Policies and Procedures
  • Strong analytical and problem-solving skills
  • Excellent verbal and written communication skills
  • Familiarity with security frameworks such as eMASS, NIST, and ISO 27001
  • Ability to work independently and as part of a team
  • US Citizen- Must have a security clearance

Responsibilities

  • Own and execute the BYDS Technology Control Plan end-to-end: policy, oversight, assurance, Board reporting, and annual attestation to the GSC under DCSA FOCI guidance.
  • Carry the trade-compliance mandate under ITAR across BYDS operations; ensure compliance with BIS and DDTC regulations and guidance, including classifications, export authorizations, exemptions, and exceptions.
  • Define control requirements for product teams to implement and monitor; review technical specifications, audit logs, and assurance evidence; identify cybersecurity vulnerabilities and assist in implementing countermeasures.
  • Prepare reports on the status of security safeguards applied to computer systems.
  • Report to the BYDS GSC on all ITAR and EAR matters; execute projects under guidance of the GSC, BYDS Executive Leadership Team, and FSO; publish a Technology Control Plan, Electronic Communications Plan, and annual DCSA reports.
  • Investigate and document program and TCP violations, gather required information, and sign off on required compliance reports; revoke account access and licenses following required actions per applicable policies.
  • Lead cross-functional compliance coordination across client, project, and information-security teams; investigate and document reports of lost or stolen BYDS devices, documents, or data in collaboration with team members.
  • Conduct periodic reviews of information systems to verify compliance with security authorization packages.
  • Coordinate changes or modifications to hardware, software, or firmware of systems with team members prior to implementation.
  • Monitor system recovery processes to verify proper restoration of security features and procedures. Maintain current and accessible IS security-related documentation for authorized personnel. Collect, review, and document audit records, including any anomalies.
  • Attend technical and security training relevant to assigned duties (e.g., operating system, networking, security management).
  • Execute the cybersecurity portion of annual self-inspections, including providing security coordination and review of system assessment plans.
