About The Position

The Technology and Innovation Director (TID) supports the County and its partners by providing effective leadership of information technology resources that maintain stable, dependable business applications, as well as an information technology environment that ensures efficient delivery of service to supported entities and the public. The TID also provides strategic leadership to the County and its partners, focusing more on enterprise, strategic efforts. The TID focuses on the people, processes, projects, and technology as a seamless system designed to achieve the mutual interests of the entire system. The TID reports to the County Manager’s Office and serves as the primary advisor on all technology initiatives that are most relevant to the county goals and evolving needs, as well as evaluates their impact on work processes. Performs work with independent judgement. Oversees assigned departments and operations, develops courses of action and recommendations.

Requirements

• Requires a Bachelor’s Degree in Information Systems, Computer Science/Engineering, or other quantitative undergraduate discipline
• Minimum of five (5) years of professional experience in information technology
• Three (3) years of direct personnel management
• At least three (3) of which are in a senior leadership role or a combination of education, training and experience that provides the required knowledge, skills, and abilities.
• Requires a valid State Driver’s License.
• Knowledge in the methods, policies and procedures of the Department and County pertaining to specific duties of the Technology and Innovation Director.
• Knowledge of computer center operations, terminology and procedures.
• General knowledge of business practices and procedures, as well as management principles.
• Ability to prepare and update procedures and policies.
• Strong ability to work in a team environment.
• Familiarity with Florida’s open records and sunshine laws.
• Excellent managerial and leadership skills are required as well as exceptional oral and written communication skills.

Responsibilities

• Provides leadership, management, and strategic direction to the County and its partners, ensuring that their priorities are aligned with the overall goals of the entity.
• Exercises authority regarding all hardware, software, and services utilized by the County and its partners.
• Develops enterprise-wide strategic and multiyear action plans, and financial forecasts in the furtherance of these objectives.
• Develops and implements policies/programs for the procurement and use of technology hardware, software, and services.
• Provides supervision, guidance, training, and motivation to assigned personnel; determines and coordinates work procedures and schedules; assigns, monitors and reviews work; evaluates performance, and initiates corrective action, as needed.
• Serves as the primary technical advisor proposing short-term and long-term solutions to technology management needs/issues relating to systems, equipment or services.
• Collaborates, coordinates and communicates with the County and its partner’s management regarding their business needs and emerging technology expectations.
• Facilitates the decision-making processes and prioritization of IT projects amongst entities.
• Works closely with organizational decision makers to identify, recommend, develop, implement, and support cost-effective hardware and software solutions for the organizations assigned providing direction for strategic, budgetary, and operational plans for equipment, software programs, and services.
• Ensures appropriate cybersecurity program is established and functional, including tested disaster recovery protocols are in place.
• Identifies and implements collaborative initiatives with other agencies to promote strategic endeavors and the effective/efficient provision of services.
• Train and cross-train all department staff to increase department knowledge, build redundancy for absences/emergencies, and plan for advancement and succession.
• Must set the bar high for customer-oriented, collaborative culture.
• Prepares and presents the Department’s annual budget and assures continued compliance with the parameters of the adopted budget.
• Interacts and effectively communicates with various groups and individuals such as County Manager, Board of County Commissioners, Constitutional Officers, other County employees, various other Local, State and Federal agencies, personnel in other jurisdictions, vendors, consultants, contractors, business/property owners and citizens.
• Must have project management experience and proven abilities to facilitate multidisciplinary project teams in accomplishing strategic goals.
• Supervises professional staff; supervisory duties include instructing, assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; evaluating employee performance; recommending employee promotions, transfers, discipline and/or discharge.
• Reviews the work of subordinate staff for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
• Attends required meetings, conferences, training courses and seminars to maintain knowledge of industry trends, and technology.
• Performs a variety of routine administrative duties, as well as administrative duties assigned or delegated by the County Manager’s Office.
• May operate a vehicle and variety of equipment, which may include a computer, printer, telephone, calculator, copier, fax machine, other office equipment.
• Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness.
• Provides adequate notice to higher management with respect to vacation time and leave requests.
• Performs other duties as required.
• In accordance with Policy 8.10, All employees of Nassau County may be required to work in your current role or any role as necessary before, during or after an Emergency.
• This position may be required to work in a safety sensitive capacity at any time based on emergency declaration or other operational need.
