About The Position

Technical Recruiter Gnostech, a growing information technology, system engineering solutions, and operations and administrative services company, has an opening to support our growing Washington, DC area presence. This position requires a motivated individual who seeks to work in a team environment where creative solutions are encouraged, and technical challenges are the norm. The individual must be a self-starter, willing to get their hands dirty, and can proactively identify areas where they can chip in to help the team perform at optimal levels. We are seeking a Recruiter to join our team. This position will be responsible for full-lifecycle recruiting across Gnostech’s Department of Defense (DoD) and Intelligence Community programs, working closely with Senior Leadership, Program Managers, and the Capture and Proposal team to identify, qualify, and close cleared and clearable talent in multiple states. This is a full-time position.

Requirements

  • 5-7 years of full-lifecycle recruiting experience, with a minimum of 3 years recruiting for DoD, federal, or national security customers.
  • Demonstrated experience recruiting in multiple states, including familiarity with differing labor markets, compensation norms, and state-specific employment requirements.
  • Demonstrated experience recruiting cleared personnel (SECRET through TS/SCI) and working knowledge of the clearance lifecycle, reciprocity, and crossover process.
  • Practical understanding of government contract staffing, including labor category mapping, contingent hires, and transition-in hiring on new awards.
  • Strong relationship building skills and excellent communication (presentation, written, and verbal).
  • Working knowledge of the defense contracting environment, including FAR-based contract vehicles, wage determinations, and the Service Contract Act.
  • Familiarity with Joint, Navy, and Marine Corps commands and programs, including F-35 JPO, NAVWAR, NIWC Pacific, and NIWC Atlantic, and the ability to translate program requirements into candidate profiles.
  • Experience using industry standard software tools and databases, such as: Microsoft Office products to include SharePoint and Teams, Adobe products, applicant tracking systems (ApplicantStack, iCIMS, Workday, or similar), LinkedIn Recruiter, and CRM tools such as GovWin.
  • Working knowledge of federal contractor compliance obligations, including OFCCP recordkeeping, VEVRAA and Section 503 outreach, and EEO-1 and VETS-4212 reporting.
  • Ability to work and quickly execute in reaction to opportunities identified by customer engagement, including proposal-driven recruiting under short deadlines.
  • Sound judgment and discretion in handling sensitive candidate information; understanding of appropriate handling of personally identifiable information.
  • Ability to manage a concurrent requisition load across multiple programs and geographies.
  • Bachelor’s degree in Human Resources, Business Administration, Communications, or a related field. Equivalent experience will be considered in lieu of a degree.
  • 5-7 years of recruiting experience within the Federal and Defense Contracting Industry.
  • 3+ years of recent experience recruiting specific to the U.S. DoD / DoN.
  • Direct experience recruiting for/with the DoD is required.
  • Ability to read, analyze, and interpret general business periodicals, understanding of military systems and operations, professional journals, technical procedures, or governmental regulations.
  • Excellent interpersonal skills, able to communicate professionally and build relationships with all levels of the organization, as well as with candidates, customers, and teaming partners.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Nice To Haves

  • Experience supporting proposal or capture staffing efforts preferred.
  • Preference will be given to individuals with experience supporting a small business.
  • PHR, SHRM-CP, or equivalent HR certification preferred.

Responsibilities

  • Execute full-lifecycle recruiting for DoD and federal programs, including requisition intake, sourcing, screening, interview coordination, offer development, and onboarding handoff.
  • Build and maintain pipelines of cleared and clearable candidates across engineering, software, cybersecurity, systems administration, program management, and mission-support labor categories.
  • Recruit across multiple states and customer sites, adapting sourcing strategy to local labor market conditions, prevailing wage data, and site-specific access requirements.
  • Partner with hiring managers to develop position descriptions aligned to contract labor category requirements, minimum qualifications, and funded ceiling rates.
  • Coordinate scheduling candidate interviews with hiring managers.
  • Support Business Development and the Capture and Proposal process by identifying contingent-hire candidates, obtaining letters of intent, and providing resumes that satisfy solicitation labor category requirements, with emphasis on the F-35 Joint Program Office (JPO), Navy opportunities including NAVAIR, NAWCAD, NAVWAR, NIWC Pacific, and NIWC Atlantic.
  • Source through a mix of channels: applicant tracking system database mining, LinkedIn Recruiter, cleared job boards, employee referral programs, professional associations, and transitioning service member and veteran pipelines.
  • Screen candidates for professionalism, administrative workflows and tools expertise, technical fit, clearance eligibility, certification requirements (for example DoD 8140/8570 IAT and IAM levels), and salary alignment.
  • Coordinate with HR and Security on clearance verification, eligibility determination, and pre-employment requirements; handle candidate information only within approved systems and on a need-to-know basis.
  • Maintain accurate, timely, and auditable candidate records in the applicant tracking system in support of OFCCP, EEO, and affirmative action reporting requirements.
  • Track and report recruiting metrics including time-to-fill, source of hire, offer acceptance rate, and pipeline health; brief leadership on staffing risk to program execution and proposal deadlines.
  • Support incumbent capture and transition-in hiring on recompetes and new contract awards, including Service Contract Act covered positions where applicable.
  • Represent Gnostech professionally to candidates, customers, universities, and industry partners at hiring events and industry forums.
  • Support strategic workforce planning by monitoring market compensation trends and advising leadership on realistic pipeline availability in each geography.
  • Work within Gnostech’s small business structure and be prepared to contribute in an “all hands-on deck” small business environment.
  • Identify areas and tasks which require additional support and jump in without hesitation.
  • Be prepared to “roll up your sleeves”.
  • The ability to obtain and maintain a Secret U.S. Security Clearance is required.
