Technical Project Manager

Naval Sea Systems Command•Naval Surface Warfare Center, MD

About The Position

This position serves as a Technical Project Manager in the Emergent Technology Branch (C717) of Carderock Division and is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. The role coordinates projects across the Emergent Technology portfolio to deliver technical and programmatic benefits. It promotes commonality, reduces redundancy, fosters collaboration, and supports consistent application of engineering processes. Coordination also improves workforce development, task assignment, strategic planning, and cost and schedule reporting. The position provides technical leadership in developing machine-learning tools to identify acoustic and machinery-health issues using onboard monitoring systems. It develops measurement and analysis concepts for multidisciplinary submarine signatures and advances acoustic signature detection and classification methods. The role also supports digital tagging and archiving of acoustic signatures for machine-learning development, applies mathematical methods to large acoustic datasets, and oversees the transition of research and development capabilities from shore and laboratory settings to fleet assets. The position requires at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) pay band, including technical leadership in developing machine-learning tools for acoustic and machinery-health identification. Applicants must meet the stated professional engineering or physics education and qualification requirements. The position requires a security clearance, cybersecurity workforce qualifications, use of personal protective equipment, travel that may include remote or isolated sites, and occasional sea duty. Exposure to high noise levels is required.
