Technical Project Manager

Xerxes Global•Bloomington, MN

About The Position

Blue Ops is seeking an experienced Technical Project Manager to lead delivery of complex, customized data, analytics, and technology projects for clients. The role sits within Transformation & Delivery for the Analytics Practice and works with Solution Architects, Data Visualization Consultants, client stakeholders, and other teams to turn business objectives into actionable plans and deliver solutions successfully. The Technical Project Manager brings structure to engagements with evolving requirements, technical dependencies, multiple stakeholders, and tight timelines. Responsibilities span the full project lifecycle, from early pre-sale scoping through planning, execution, deployment, and closeout. The role manages project plans, schedules, resources, budgets, scope, risks, and stakeholder communications, while helping teams make informed decisions and maintain alignment. The position requires enough understanding of technical delivery to recognize dependencies, ask informed questions, challenge assumptions, and help teams navigate ambiguity; the role does not require personally building the technical solution. The Project Manager is also expected to build trusted client and team relationships, manage conflicts and differences of opinion, and apply appropriate structure without unnecessary process. As an early member of Blue Ops’ emerging Transformation & Change Consulting capability, the role will help shape practical delivery approaches and standards across the company’s service offerings.

Requirements

  • Bachelor’s degree in Business, Information Systems, Technology, Project Management, or a related field, or equivalent professional experience.
  • At least 5 years of experience managing complex, client-facing projects, preferably in professional services, consulting, or technology delivery.
  • Demonstrated experience leading data analytics, business intelligence, data engineering, or digital transformation projects from initial scoping through implementation and delivery.
  • Strong understanding of technical project lifecycles, including requirements gathering, solution development, testing, deployment, and client handoff.
  • Experience developing and managing project plans, timelines, resource allocations, budgets, and deliverables across multiple workstreams.
  • Experience managing project financials, including budget actuals, resource forecasts, scope changes, and change orders.
  • Ability to coordinate technical teams, understand dependencies, anticipate delivery risks, and drive accountability without direct reporting authority.
  • Strong client-facing communication and relationship management skills, including leading meetings, presenting updates, and navigating difficult conversations or conflicts about timelines, budgets, approach, and scope.
  • Experience with Agile, Waterfall, or hybrid project management methodologies and the judgment to adapt approaches to project needs.
  • Highly organized and proactive, and comfortable working in fast-paced environments with changing requirements and competing priorities.
  • Collaborative, hands-on leadership style, strong problem-solving skills, and ability to build trust with technical teams and business stakeholders.

Responsibilities

  • Partner with Analytics practice leadership and account teams during pre-sales to understand client objectives, define scope, estimate effort, and support Statement of Work development.
  • Translate business and technical requirements into deliverables, user stories, acceptance criteria, and actionable work plans.
  • Own project plans across the 4D methodology—Discovery, Development, Deployment, and Delivery—including timelines, milestones, dependencies, resources, and deliverables.
  • Lead internal and client kickoffs to align stakeholders on objectives, scope, responsibilities, timelines, and expectations.
  • Coordinate day-to-day execution across solution architects, visualization consultants, strategists, practice leadership, and other consultants.
  • Facilitate client status meetings, internal check-ins, and executive updates; communicate progress, resolve blockers, and maintain alignment.
  • Identify and manage risks, issues, and dependencies, working with project teams and practice leadership to address challenges.
  • Manage project budgets, resource allocations, and scope; track hours, task status, budget consumption, and forecasts against SOW commitments.
  • Identify scope changes and delivery risks, recommend actions with practice leadership, and lead client discussions about budget impacts, change requests, and adjustments.
  • Coordinate user acceptance testing, deployment readiness, and client handoff to confirm solutions meet agreed requirements and acceptance criteria.
  • Lead project closeout, confirm deliverables, review performance, and capture lessons learned.
  • Establish and refine project management standards that support consistent execution as the Analytics practice and Transformation & Change capability grow.
  • Adapt project management approaches to each engagement, balancing delivery discipline with the flexibility needed for complex, customized technical solutions.
