NOAA Fisheries is modernizing its application environment. The NMFS Office of the Chief Information Officer (OCIO) supports headquarters, national programs, regional offices, and science centers across an operationally decentralized agency. This role serves as a Technical Project Manager across two work streams: supporting OCIO in establishing an engineering foundation that moves software development from isolated efforts to a modular, shared platform model, reduces deployment friction, and accelerates delivery of secure, compliant software; and leading organization, customer engagement, and priorities for the software, data, and system governance framework for the East Coast Logbook Project. The role ensures governance protocols and procedures are documented and applied to support enterprise data management solutions. The project manager manages the full system development life cycle for trade monitoring application development projects, assigns and monitors development work, establishes goals and priorities, and approves work schedules and deliverables. The position works closely with the government project manager on tasking and roadmap planning and operates within an iterative, performance-based agile delivery framework using a prioritized product backlog and two-week sprint cycles. The role collaborates with the East Coast Logbook Project core team and stakeholders from GARFO, SERO, SEFSC, and Atlantic HMS to establish and document data governance structures, policies, procedures, and standards. This includes coordination with developers, legal counsel, and other stakeholders on applicable requirements, including the Paperwork Reduction Act (PRA). The position drafts governance terms of reference, documents a regular meeting cadence, and ensures documentation aligns with Federal, Commerce, and NOAA data policies and strategies. The project manager supports adoption of governance protocols, advises on technical documentation and knowledge transfer, prepares and presents progress reports to executive sponsors and the core team, and facilitates communication among regional offices. The role also contributes to T&T proposal activities and performs other duties assigned by T&T managers. Travel is expected as required for local and potentially longer-distance meetings; expenses are reimbursable under Federal Travel Regulations.
