About The Position

Parsons is seeking a Technical Project Manager to manage the delivery of various projects under the BNATCS Program within the Parsons T5 Program. This role ensures that communication and terminal systems are implemented effectively, meeting FAA requirements for reliability, performance, and security. The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons in April 2023. Parsons is the prime contractor. This $1.8+ billion contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) and certain reimbursable programs, the FAA NextGen Program, national security programs, and aviation safety. Specifically, work includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Requirements

  • Bachelor’s degree and minimum of ten (10) years of project management experience preferably in construction and installation of various communications systems or site preparation construction of infrastructure.
  • Strong leadership and communication skills with technical and non-technical audiences in written and oral form and experience giving professional, formal presentations using PowerPoint or equivalent software.
  • Must be willing to travel up to 50%
  • Must be able to meet customer security requirements. A background check by Federal Authorities will be completed.

Nice To Haves

  • Experience with installation/construction for communications, automation, surveillance, or terminal infrastructure projects.
  • Projects supporting national airspace or other mission-critical operations.
  • CMAA, PMP or PgMP certification preferred but not required.

Responsibilities

  • Lead implementation of terminal and communications system site infrastructure, including management of installation and integration.
  • Establish project schedule and budget and monitor progress in meeting schedule and budget requirements.
  • Coordinate cross-functional teams for site infrastructure, system deployment and testing.
  • Establish relationships with high level management within government agencies.
  • Serve as the primary FAA interface on readiness and execution.
  • Foster successful working relationships between various stakeholders.
  • Develop project documents, processes, and procedures required to support quality control and final project deliverables.
  • Collaborate with Program Management to determine number of hours required for successful completion of project tasks.
  • Anticipate project staffing needs, identify and interview available personnel, and make staffing assignments in accordance with schedule requirements.
  • Establish objectives and conduct performance appraisals for direct reports.
  • Chair job meetings; prepare and submit summary of project progress and pending issues to Program Management.
  • Assist Program Management in pricing and negotiating changes to the scope of work with the client and subcontractors.
  • Anticipate problems and work with clients, other stakeholders and Program Management to identify and implement corrective actions.
  • Ensure compliance with FAA safety, security, and performance requirements.
  • Monitor progress, resolve challenges, and provide status reporting to leadership.
