About The Position

Oracle’s Global Test Infrastructure (GTI) team is seeking a Program Manager to lead technical programs supporting manufacturing test infrastructure across Oracle’s global hardware manufacturing footprint. This role sits at the intersection of technical program management, hardware manufacturing, infrastructure, cybersecurity, and operational execution. You will lead cross-functional initiatives from definition through implementation, coordinating internal Oracle teams and external manufacturing partners to ensure factory readiness, test-equipment availability, secure infrastructure, and successful execution of critical GTI programs. The ideal candidate combines strong program management fundamentals with enough technical depth to work effectively with engineering, infrastructure, networking, cybersecurity, manufacturing, procurement, and finance teams. You will be expected to bring structure to complex and sometimes ambiguous problems, proactively identify risks, communicate clearly with stakeholders and senior leaders, and build scalable processes that improve how GTI operates globally.

Requirements

  • 5+ years of combined experience in program management, project management, technical operations, infrastructure, manufacturing, data analysis, or a related specialized function.
  • Experience managing complex programs or projects involving multiple cross-functional stakeholders.
  • Demonstrated ability to define scope, develop project plans and schedules, manage dependencies, identify risks, and drive issues through resolution.
  • Experience working with technical teams such as infrastructure, networking, systems engineering, cybersecurity, manufacturing engineering, software, or hardware engineering.
  • Strong analytical skills with experience developing and maintaining operational models, forecasts, dashboards, scorecards, or similar decision-support tools.
  • Strong written and verbal communication skills, including the ability to communicate program status, risks, and recommendations to both technical and business audiences.
  • Demonstrated ability to influence stakeholders and drive execution without direct authority.
  • Ability to work independently, manage competing priorities, and operate effectively in ambiguous environments.
  • A minimum of 5 years combined experience with project management, data analysis and direct business experience within a specialized function.
  • Proven ability to work cross-functionally with functional and technical teams.
  • Experience with building and managing reporting tools to support Programs; such as scorecards and KPI metrics to further drive insights around our program strategy.
  • Demonstrated ability to balance quantitative and qualitative metrics to provide a holistic viewpoint.
  • Expert level experience with Excel, creating dynamic pivot reports and data visualization.
  • Ability to influence through data visualization and interpretation.
  • Must be self-directed and able to work independently as well as in a team environment.
  • Must be comfortable working in ambiguous situations.

Responsibilities

  • Lead and coordinate test-infrastructure readiness for new Oracle hardware manufacturing sites around the world.
  • Develop and manage integrated program plans, schedules, dependencies, risks, and readiness milestones for new manufacturing test sites.
  • Coordinate establishment of secure network connectivity between Oracle infrastructure and external manufacturing locations.
  • Partner with engineering and manufacturing teams to define test-equipment requirements based on production schedules and capacity needs.
  • Develop and submit required test-equipment purchase plans and track equipment through procurement, delivery, installation, and readiness.
  • Monitor test-related milestones with local manufacturing partners and Oracle stakeholders, proactively identifying risks and driving issues to resolution.
  • Provide clear status reporting and escalate schedule, capacity, infrastructure, or technical risks when necessary.
  • Own program-management activities supporting annual and quarterly test-equipment planning across Oracle hardware manufacturing sites.
  • Develop and maintain quarterly and annual test-equipment spending forecasts supporting both new product introduction (NPI) and sustaining products.
  • Build and maintain equipment, capacity, and cost models for manufacturing test processes.
  • Partner with engineering, operations, procurement, finance, and manufacturing teams to validate requirements and spending assumptions.
  • Prepare program updates, forecasts, risks, and recommendations for leadership review.
  • Track equipment purchasing and delivery against manufacturing schedules and capacity requirements.
  • Identify potential equipment or delivery constraints early and drive escalation and expediting activities when necessary.
  • Establish repeatable processes, dashboards, reporting mechanisms, and controls that improve forecasting accuracy and provide stakeholders with consistent visibility.
  • Drive programs that strengthen the security of Oracle’s manufacturing test infrastructure, including environments operated at external manufacturing sites.
  • Partner with cybersecurity, infrastructure, networking, engineering, and manufacturing teams to address findings and improvement opportunities identified through infrastructure security reviews.
  • Research potential technical solutions and coordinate evaluation, implementation, testing, and validation.
  • Develop program plans for closing identified security gaps and provide visibility into progress, risks, dependencies, and outstanding decisions.
  • Coordinate initiatives involving areas such as secure connectivity, identity and access, system configuration, encryption, endpoint protection, and infrastructure security controls.
  • Participate directly in technical investigation, experimentation, validation, and implementation when appropriate.
  • Ensure solutions align with Oracle security requirements while remaining practical for global manufacturing environments.
  • Lead cross-functional GTI initiatives requiring structured program ownership and execution.
  • Define program scope, objectives, milestones, success criteria, dependencies, and execution plans.
  • Develop roadmaps and schedules and coordinate resources across multiple stakeholder organizations.
  • Identify program risks and develop mitigation and contingency plans.
  • Drive decisions and accountability across teams without relying on direct organizational authority.
  • Provide transparent reporting of progress against plan, including risks, dependencies, decisions, and corrective actions.
  • Communicate program status and recommendations to technical stakeholders and senior management.
  • Support organizational change associated with new processes, tools, infrastructure, and operating models.
  • Identify opportunities to simplify and automate manual processes using scalable tools, reporting, automation, and appropriate AI-enabled workflows.
  • Establish repeatable mechanisms and documentation that allow successful programs and processes to scale across multiple manufacturing sites.
