ANSER is seeking a Program Analyst – Trusted & Assured Microelectronics (T&AM) to support the Office of the Assistant Secretary of Defense for Critical Technologies (OASD(CT)), including Deputy Assistant Secretary of Defense (DASD) offices and Critical Technology Area (CTA) program management offices. In this role, you will provide technical and program management support, contribute to the development of technology roadmaps, and support executive-level project operations and stakeholder coordination across the Department of Defense, Joint Staff, FFRDCs/UARCs, industry, Combatant Commands (CCMDs), and other federal agencies.

Requirements

  • Active Secret security clearance
  • Bachelor’s degree in a relevant hard science or engineering field (e.g., Physics, Materials Science, Electrical Engineering, Computer Science)
  • Minimum of 5 years of technical program/project management experience, or related experience in acquisition, procurement, finance, or business operations supporting Government programs
  • Knowledge of microelectronics design, deployment, and sustainment for the DoD; experience in technology development or investment analysis in this domain
  • Strong analytical and communication skills, including experience preparing executive-level briefings and reports for senior DoD and U.S. Government leaders
  • Experience supporting project operations and stakeholder coordination
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint)
  • Familiarity with Advana and data tools/platforms (e.g., Qlik, Databricks), including data architecture, automation, and model development

Nice To Haves

  • Experience within OASD(CT), DASD offices, CTA program offices, or similar strategic-level environments
  • Experience supporting complex analytics efforts involving multiple stakeholders and cross-functional teams
  • Active TS/SCI Clearance

Responsibilities

  • Provide T&AM subject matter support to the Principal Director (PD) or Government Lead in strategic planning and roadmap development
  • Support development of technology roadmaps, identify near-term capability opportunities, and contribute to strategy documents and implementation plans
  • Assist with technical assessments; review white papers; respond to DoD and interagency inquiries; and prepare briefings and reports for leadership, Congress, industry, and academia
  • Support development of technical materials, including guidance, architectures, policy inputs, training support, and engineering recommendations for emerging technologies
  • Collect and analyze data related to defense investments, workforce, infrastructure, and industry capabilities
  • Support CTA funding and industry capability assessments, including quarterly surveys and reporting to OASD(CT) leadership and program managers
  • Coordinate with OUSD(R&E), the Intelligence Community, and other agencies to gather and assess information on international partnerships, emerging research, and adversary activities
  • Contribute to maintaining centralized data repositories for DoD RDT&E investments to improve visibility and analytics
  • Apply data modeling, integration, and analytics techniques, including AI and natural language processing, to support decision-making
  • Assist with stakeholder engagement and requirements gathering to support development of dashboards and decision-support tools
  • Support identification and documentation of technology transition opportunities to military services and commercial sectors across the Department of Defense
  • Contribute to data architecture, analytics, and knowledge management activities, including monthly status reporting on data models and dashboard development
