About The Position

The Technical Operations Manager is responsible for bridging the gap between corporate operations, IT and property operating teams to ensure timely and efficient submission of all Housing Assistance Payment vouchering, Tenant Rental Assistance Certification System (TRACS). The role will include technical compliance support and training across the organization’s affordable housing portfolio. This individual will ensure accurate, timely submission of housing assistance data to subsidy administrators while building a high-performing team capable of meeting federal regulatory standards. Daily responsibilities will include the creation and streamlining of resources and improving systems and processes to enhance efficiency. As the Technical Operations Manager is a leadership role, the expectation is that this position will lead, mentor, and support all team members with an approachable leadership style, foster a positive, collaborative, inclusive team culture, and set the standard for exceptional customer service.

  • Lead end-to-end preparation, review, and submission of monthly HAP vouchers across all HUD-assisted properties
  • Ensure accurate, timely TRACS transmission of all tenant certifications (move-ins, move-outs, interim/annual recerts, terminations)
  • Oversee voucher reconciliation and proactively resolve discrepancies with HUD and contract administrators
  • Ensure full compliance with HUD Handbook 4350.3 and all applicable regulatory guidance
  • Review and processing of Gross Rent Changes
  • Review and processing of repayment agreements
  • Assist all property staff with technical support as needed as it relates to Yardi software on property compliance, including closing and opening reports, ledger errors and move in/move out processing
  • Design and implement a standardized training program for HUD vouchering and TRACS compliance
  • Develop onboarding materials, and reference tools to support staff consistency and scalability
  • Deliver trainings for Yardi 8, Rent Café Affordable, and software functionality
  • Deliver ongoing refresher training focused on regulatory updates and error reduction
  • Assess staff proficiency and provide targeted coaching to close performance gaps
  • Provide on-Site training support required during on-boarding or to provide hands on support
  • Conduct training sessions on-site in Greater Boston and remotely, as needed
  • Establish and enforce internal audit protocols for vouchers and certifications prior to submission
  • Monitor error rates, TRACS rejections, and resubmission timelines; implement corrective action plans
  • Stay current on HUD regulatory changes, MOR requirements, and TRACS updates
  • Build, lead, and develop a high-performing vouchering and compliance team
  • Define departmental KPIs, benchmarks, and performance standards aligned with organizational goals
  • Partner cross-functionally with Property Management, Finance, and IT to streamline workflows and reduce risk
  • Identify inefficiencies and implement process improvements
  • Provide regular reporting and insights to senior leadership on compliance performance and trends
