About The Position

Texas Health and Human Services Commission is seeking an experienced Business Analyst 3 to support critical Applications and Software Development initiatives. The ideal candidate will possess extensive experience in business analysis, requirements gathering, SDLC methodologies, data analysis, testing support, and technical documentation development. This role requires collaboration with business stakeholders, IT development teams, architecture teams, and Contract Management Support (CMS) staff to analyze business systems, identify process improvements, and develop clear user-focused documentation for internal applications. The selected candidate must be highly organized, analytical, and capable of translating complex technical concepts into understandable documentation and business solutions.

Requirements

  • Minimum 8 years of experience as a Business Analyst
  • Strong experience reviewing and analyzing business systems and user needs
  • Extensive understanding of business analysis methodologies and best practices
  • Experience participating in software development reviews, System analysis and design, Testing activities
  • Experience with SDLC methodologies, Business process mapping, Process improvement initiatives, Requirements elicitation and documentation
  • Strong planning, prioritization, and organizational skills
  • Experience serving as liaison between business and IT teams
  • Experience as a Data Analyst analyzing raw data
  • PMP certification or project management experience
  • Strong written and verbal communication skills
  • Experience creating user-focused technical documentation
  • Experience developing screenshots and visual instructional materials
  • Ability to simplify technical concepts for non-technical users

Responsibilities

  • Review, analyze, and evaluate business systems and user requirements
  • Gather, document, and validate business and technical requirements
  • Collaborate with business users, developers, architects, and QA teams
  • Conduct business process analysis and process reengineering activities
  • Develop solution recommendations including risk assessments and cost/benefit analyses
  • Create detailed functional specifications and workflow documentation
  • Participate in software development lifecycle (SDLC) activities
  • Support unit testing, system testing, and user acceptance testing (UAT)
  • Analyze raw data and provide actionable business insights
  • Assist in project coordination and stakeholder communication
