About The Position

The Department of Housing Preservation and Development (HPD) is the nation's largest municipal housing agency, responsible for building and preserving affordable housing, protecting tenants, and holding landlords accountable across New York City. HPD administers rent subsidy programs through the Division of Tenant & Owner Resources (DTOR), including the federal Section 8/Housing Choice Voucher (HCV) program and the federally funded HOME Investment Partnerships Program (HOME) which provides Tenant-Based Rental Assistance (TBRA). The HOME TBRA program assists households with housing costs in market-rate units, similar to the Section 8 program, ensuring units meet affordability and quality standards.

Requirements

  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to the above.

Responsibilities

  • Monitoring, tracking, and delegating work to a team of Case Managers or Specialists.
  • Mentoring and providing training to the team in accordance with program rules and regulations.
  • Ensuring necessary services are performed to assist and expedite vouchers to HPD clients.
  • Meeting with groups in-house or attending workshops/community events.
  • Participating in tenant activity programs to coordinate functions, improve tenant-management relations, and encourage participation in the subsidy program.
  • Performing work review and quality control duties to ensure participant cases are accurately screened, properly documented, and reviewed for completeness and compliance with Federal HUD Rules and Regulations.
  • Responsible for initial application screening, eligibility determination, contract preparation, client briefings, rent calculations, file preparation, interim reexaminations, annual recertifications, client transfers, data entry into the EliteDatabase, and general communication with clients and landlords.
  • Reviewing cases, developing unit goals and objectives, monitoring staff productivity, and interfacing with landlords and clients.
  • Managing and ensuring staff members work within federal regulatory and local policy guidelines.
  • Providing input and assisting Coordinators with Performance Evaluations.
  • Collaborating on Special Projects and providing training to case management staff.
