The Department of Housing Preservation and Development (HPD) oversees housing standards across New York City. As the nation's largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable. The Division of Tenant and Owner Resources (DTOR) administers rent subsidy programs, including local, state, or federally funded programs like NYC 15/15, HOME TBRA, and HAVP. The largest program is the federal Section 8 Housing Choice Voucher (HCV) program. The federally funded HOME Investment Partnerships Program (HOME) allows HPD to create flexible programs, known as Tenant-Based Rental Assistance (TBRA), to help households afford housing costs in market-rate units. The HOME TBRA program will function similarly to the Section 8 program, providing tenant-based rental assistance in privately owned housing. Case Managers in the HOME TBRA program are responsible for performing case management functions to assist HPD clients, which may include in-house meetings, workshops, or community events. They ensure participant cases are accurately screened and reviewed for completeness and compliance with Federal HUD Rules and Regulations.
