At Steer North America, we help shape the future of mobility, cities, and infrastructure. Our work supports more connected, sustainable, and accessible transportation systems that improve how people live, work, and travel. Steer is an employee-owned international consultancy specializing in transportation and infrastructure. We combine global expertise with local insight to help public and private sector clients tackle complex mobility challenges and make better decisions about how people and goods move. Our teams advise governments, transit agencies, airports, infrastructure investors, and private mobility operators across strategy, advisory, planning, and operations. From major transit investments to airport development and emerging mobility solutions, our work influences transportation systems relied on by millions. What defines Steer is our people — curious thinkers, collaborative problem solvers, and changemakers who care about the communities we serve. Joining Steer means working on meaningful projects, contributing ideas that matter, and building a career with real impact. We are looking for a talented and motivated individual with a background in non-profit management, transportation planning, outreach, or marketing to act in a consulting role as the Program Manager of two well-established Transportation Management Organizations (TMOs) in Burbank and Glendale. In this role, you will lead each of these non-profit organizations that actively promote sustainable, shared and active transportation options in the region, and support Steer’s TDM team with other project work, including direct employer engagement, TDM strategic planning, research, analysis and report writing. This hybrid role will include working from the local TMO offices in Burbank and Glendale on regular schedules, as well as Steer’s DTLA office, with at least 3 days in office expected. BTMO was formed in 1991 as a non-profit organization, helping employees in Burbank reduce their dependency on single-occupancy vehicle travel and promoting the use of public transit, carpooling, vanpooling, walking, telecommuting, biking, and scooting to work. The TMO hosts events, activities and provides resources to employers, employees and residents. Go Glendale is the oldest operating TMO in Southern California, having made its start in 1989. Go Glendale is a non-profit organization that provides expertise and advocacy as a strategic partner with the public and private sectors, government agencies and community to reduce traffic congestion and improve air quality, accessibility and mobility in Glendale. These TMOs need enthusiastic, professional, and confident leadership. The Steer team will provide training, strategic support, oversight, and professional development opportunities, as well as exposure to peer programs and international best practices in transportation demand management (TDM) and travel behavior change. The Program Manager will be responsible for leading and delivering TMO activities, managing non-profit administration and working with the Boards of Directors to deliver relevant localized programming, and overseeing support from interns.
