About The Position

Under the direction of the Finance Officer, the Tax & Revenue Collection Supervisor oversees assigned revenue collection operations in the Finance Department and serves as Bristol Township’s designated Tax Collection Officer. The position supervises Finance staff responsible for billing, collection, payment processing, account maintenance, certifications, and customer service. The position ensures that Township taxes, sewer utility charges, accounts receivable billings, fees, penalties, interest, and other assigned revenues are collected, posted, deposited, reconciled, and reported accurately and timely. This is a hired Township employee position and is not an elected office.

Requirements

  • Knowledge and understanding of Pennsylvania municipal tax collection procedures, including the Pennsylvania Local Tax Collection Law, Local Tax Enabling Act, Real Estate Tax Law, Taxpayer Relief Act, and related tax collection rules.
  • Ability to apply established rules and procedures in the billing, collection, reporting, and reconciliation of taxes.
  • Knowledge of public-sector revenue collection practices, including billing, payment processing, deposits, account maintenance, delinquent account follow-up, certifications, adjustments, refunds, penalties, interest, and reconciliation.
  • Ability to oversee the accurate and timely collection of taxes, sewer utility charges, accounts receivable billings, fees, and other assigned Township revenues.
  • Ability to supervise, train, assign, review, and evaluate the work of assigned Finance Department staff.
  • Ability to coordinate staff coverage, set priorities, monitor deadlines, address work quality, and support accountability in a busy public service environment.
  • Professional and courteous when handling public inquiries, concerns, and complaints.
  • Ability to build trust with residents, businesses, mortgage companies, title companies, and other parties through respectful, accurate, and responsive communication.

  • Strong organizational skills, with the ability to manage multiple revenue cycles, deadlines, customer needs, staff assignments, and reporting requirements.
  • Ability to follow through on assigned responsibilities and keep accurate records during both routine and high-volume collection periods.
  • Ability to research billing, payment, posting, account, and reconciliation issues and recommend practical solutions.
  • Ability to recognize when a matter requires escalation to the Finance Officer.
  • Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration, public administration, or a related field.
  • At least five years of progressively responsible experience in accounting, bookkeeping, billing, accounts receivable, tax collection, municipal finance, or a closely related field.
  • Must be eligible to serve as Bristol Township’s designated tax collection officer.
  • Must be bondable and must maintain any bond, insurance, or financial security required by the Township, taxing districts, or surety.
  • Must take any oath, sign any acknowledgment, and file any disclosure required by law or Township policy.
  • Requires prolonged periods of sitting, standing, and walking.
  • Involves occasional bending, reaching, kneeling, and crouching, as well as repetitive motions while working on computer-related tasks.
  • Requires ability to speak and hear.
  • Must be able to read, write, speak, understand and communicate in English sufficiently to perform the duties of this position.
  • Ability to lift, carry, or move items weighing up to 25 pounds required.

Nice To Haves

  • Current Pennsylvania Qualified Tax Collector certification.
  • Experience in Pennsylvania municipal government, real estate tax collection, public finance, or high-volume payment processing.
  • Experience preparing tax certifications, delinquent returns, tax settlements, and audit schedules.
  • Experience with municipal tax collection software.

Responsibilities

  • Serve as Bristol Township’s designated property tax collection officer under the Township’s Home Rule Charter, Administrative Code, ordinances, resolutions, and applicable law.
  • Administer the billing, collection, posting, reconciliation, reporting, and recordkeeping of Township real estate taxes, County real estate tax, refuse fees and streetlights fees.
  • Ensure regular, supplemental, and interim tax bills are prepared accurately and issued in a timely manner in accordance with statutory requirements and Township policies.
  • Process tax payments received in person, by mail, through mortgage companies, escrow agents or by other approved method.
  • Accurately apply discounts, face amounts, penalties, interest, fees, and other authorized charges in accordance with applicable tax collections laws and Township ordinances.
  • Reconcile the daily County tax collection report and process daily wire transfer of County tax funds collected on behalf of the County.
  • Prepare and submit the monthly County real estate tax collection report, ensuring accuracy and compliance with reporting requirements.
  • Maintain accurate and complete tax records, including property ownership information, mailing address, assessments, payment, certification, lien, adjustment, and delinquency information.
  • Prepare tax certifications and respond to authorized requests from title companies, mortgage companies, settlement agents, residents, businesses, and other parties.
  • Prepare year-end delinquent tax lists, lien filings, settlement reports, account reconciliations, and other records required for tax collection administration and audit purposes.
  • Coordinate with the County Assessment Office, County Tax Claim Bureau, mortgage Companies, title agencies, and other stakeholder regarding tax account adjustment, administration and collection matters.
  • Attend required tax collector training and maintain all tax collector certifications.
  • Oversee the daily administrative operations of the Township Front Office, ensuring efficiency, productivity, professional service to residents, businesses, and visitors, and compliance with Township policies, financial procedures, and applicable regulations.
  • Supervise the Finance Department’s assigned revenue collection functions, including tax payments, sewer utility payments, accounts receivable payments, certifications, fees, charges, penalties, interest, and other assigned revenues.
  • Supervise, train, schedule, assign, and review the work of the Sewer Utility Clerk, Accounts Receivable Clerk, and other assigned staff.
  • Ensure daily receipts are balanced, deposits are prepared timely, and payment records are accurate.
  • Review revenue collection records for accuracy, completeness, and compliance with Township procedures.
  • Coordinate collection procedures for delinquent accounts, including notices, payment plans, lien preparation, referral to collection agencies, referral to the Solicitor, or other approved collection steps.
  • Ensure compliance with township policies, internal controls, and applicable state and local regulations.
  • Develop and maintain office procedures to improve efficiency and customer service.
  • Respond to public inquiries about tax bills, sewer bills, accounts receivable bills, payment options, due dates, discounts, penalties, interest, account balances, certifications, and delinquent account procedures.
  • Ensure that residents, taxpayers, sewer customers, mortgage companies, title companies, and other parties receive accurate and timely information.
  • Coordinate staff coverage during high-volume collection periods, including tax discount periods, sewer billing cycles, year-end collection periods, and other peak payment times.
  • Review and resolve complex customer service issues involving billing, payment posting, account balances, payment history, certifications, penalties, interest, returned payments, or account corrections.
