About The Position

Make an impact in your community while helping residents navigate important tax-related services! Cumberland County is seeking a knowledgeable, service-oriented professional to join the Tax Administration Department. This position performs specialized clerical and customer service duties requiring an understanding of applicable tax laws, policies, and procedures. The selected candidate will assist members of the public in person and by telephone, provide accurate information, maintain and review records, and collaborate with departmental staff to identify and resolve discrepancies. Depending on departmental needs, this position may support the Customer Service, Assessment/Audit and Collection, or Mapping Division. The ideal candidate will demonstrate professionalism, attention to detail, sound judgment, and a commitment to providing courteous and reliable service to the community.

Requirements

  • High School graduation or GED
  • one (1) year of experience and/or training involving administrative work with public contact and use of computer-driven word processing programs
  • Knowledge of the procedures, laws, forms, and records used in tax listing, assessment, billing, and collection functions
  • Knowledge of the overall tax administration process and its impact on members of the public
  • Knowledge of automated systems and software applications used in tax administration operations
  • Skills in accurate and efficient data entry, record retrieval, and information processing
  • Skills in communicating clearly and professionally, both verbally and in writing
  • Skills in performing accurate arithmetic calculations and reviewing financial information
  • Ability to explain applicable tax laws, policies, and procedures to the public in a courteous, tactful, and understandable manner
  • Ability to establish and maintain effective working relationships with coworkers, other departments, government agencies, and the public
  • Ability to maintain complete, accurate, and organized records and reports
  • Ability to exercise sound judgment, professionalism, and attention to detail when completing assigned responsibilities

  • Employees are required to complete the North Carolina Property Tax Listing and Assessing Course within 24 months of hiring date.

Responsibilities

  • Assists members of the public in person and through mail, telephone, or fax by responding to inquiries regarding departmental operations, programs, procedures, and regulations
  • Prepares and sends correspondence and supporting documentation in response to public inquiries
  • Provides copies of property record cards and other requested documents; collects applicable fees and issues receipts in accordance with departmental procedures
  • Assists individuals with completing tax listings and applications for available exemptions and exclusions
  • Conducts motor vehicle valuations and performs on-site vehicle assessments when required
  • Prepares and processes adjustments, refunds, releases, and prorated taxes resulting from incorrect assessments or tax districts involving motor vehicles, mobile homes, businesses, real property, and personal property
  • Calculates and reconciles tax adjustments by comparing system-generated reports with departmental records
  • Enters late bills, corrections, and other required information into the appropriate tax files and software systems
  • Sends MAV-2 forms and other requested information to counties, individuals, and businesses
  • Prepares documentation verifying the ownership and assessed value of real and personal property
  • Provides information regarding mobile home moving permits and property bond statements
