About The Position

This position is within the Taxpayer Services, CARE-Customer Assistance, Relationship and Education - Operations and Training, Technology Applications Group. The role involves preparing final reports on identified issues, interpreting and coordinating analytical reviews of new policies, procedures, and program requirements, and applying newly developed or revised policies and procedures for field operations. The incumbent will independently study problems facing operating unit functions, requiring coordination with external activities and the identification of new work methods. This necessitates analytical, technical, and process analysis skills. The role also involves analyzing assigned program areas to discern trends, consolidating report data to measure effectiveness against baselines and strategic initiatives, and applying oral communication skills to present plans and proposals. Additionally, the position requires gathering and consolidating technical data, making recommendations to management, writing comprehensive reports, disseminating policy information, and developing functional training plans.

Requirements

  • One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
  • Specialized experience must include: Utilizing IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals and cross-functional programs, their interrelationship with assigned program to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations.
  • Applying a wide range of analytical and evaluative methods to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions.
  • Utilizing principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures.
  • Applying oral communication skills to present plans and proposals to individuals and groups, including top-level managers and field employees.
  • Gathering and consolidating technical data and information and making recommendations to top-level management, writing comprehensive reports, disseminating policy information, and documenting findings and conclusions.
  • Experience with providing guidance and serving as a technical program and policy expert to prepare complete decision packages, studies, and recommendations.
  • Developing functional training plans.
  • Must meet applicable time-in-grade requirements (one year at the next lower grade level).
  • Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate (Time After Competitive Appointment - TACA).
