About The Position

This job is for a Program Manager position within the Taxpayer Advocate Service (TAS) - Deputy National Taxpayer Advocate - Operations Support. The position is a temporary promotion/detail not to exceed 1 year, with a requirement of 5 years of experience in MBE (Minority Business Enterprise) and MBMP (Minority Business Mentorship Program). The role involves exercising delegated managerial authority to oversee program planning, directing, and execution. This includes setting goals and objectives for supervisors, approving long-range work plans, managing policy changes, overseeing organizational changes, and approving budget allocations. The specific duties involve planning and initiating an evaluation system for costs, program development, and performance; preparing reports for stakeholders; dealing with officials from other organizations; preparing recommendations for personnel and budget; conducting in-depth analyses of project data; and preparing directives, issuances, and policy statements.

Requirements

  • Subject to a 1-year supervisory or managerial probationary period (unless already completed).
  • Obtain and use a Government-issued charge card for business-related travel.
  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
  • Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
  • One year of substantive supervisory or program management experience at the next lower-level or equivalent level manager or comparable management or leadership experiences outside of Federal service.
  • Leading business operating division-level programs, projects, or initiatives involving business process improvement, organizational transformation, strategic planning, or business process reengineering.
  • Identifying business needs and translating them into functional requirements for technology-enabled solutions, including case management systems, workflow automation, or other business applications.
  • Leading and supporting the implementation of business process improvements through the effective use of technology, automation, artificial intelligence (AI), or other emerging capabilities to improve efficiency, service delivery, or organizational performance.
  • Evaluating existing business processes, conducting business analysis, developing improvement strategies, and oversee implementation to achieve measurable business outcomes.
  • Collaborating with executives, program managers, information technology organizations, and cross-functional stakeholders to prioritize technology investments, manage competing business needs, and deliver integrated business solutions.
  • Ensuring compliance with applicable information technology policies, cybersecurity requirements, and the Federal Information Security Modernization Act (FISMA).

Responsibilities

  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.
  • Plans/initiates an evaluation system to review and analyze proposed costs, program development, and performance; prepares reports and data to be delivered to internal and external Stakeholders.
  • Exercise significant responsibilities in dealing with officials of other organizations or in advising Executives.
  • Prepares recommendation for personnel and budget requirements to accomplish the project; negotiates with managers, directors and executives of various components of TAS and the IRS to obtain needed resources and support.
  • Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
  • Prepares TAS and IRS directives, IRM issuances, memoranda, policy statements, and other written guidelines and recommendations relating to the project.
