About The Position

ID.me is seeking a strategic and programmatic Talent Acquisition Programs & Strategy Manager to design, launch, and scale high-impact talent programs that strengthen our long-term hiring strategy and pipeline. This role will have a primary focus on university recruiting, including campus strategy, internship programs, and new graduate hiring, while also supporting an early-in-career rotational program, targeted hiring initiatives such as veteran hiring, and scalable, AI-enabled recruiting workflows. This is a high-visibility opportunity for a builder who can translate strategy into repeatable programs, measurable outcomes, and strong candidate experiences. The ideal candidate brings deep experience in university and early-career recruiting, strong program management skills, and the ability to partner cross-functionally to build programs that support long-term business growth.

Requirements

  • 7+ years of experience in talent acquisition, recruiting operations, or a related talent programs role.
  • Demonstrated experience building and scaling university recruiting, internship, and early-career hiring programs from strategy through execution.
  • Experience developing structured recruiting processes and managing programs with multiple stakeholders, timelines, and operational dependencies.
  • Familiarity with early-career development models, including internships, new graduate hiring, and rotational or leadership development programs.
  • Hands-on experience using AI or automation tools within recruiting workflows, with sound judgment about where automation adds value and where human decision-making is essential.
  • Strong program management capabilities, including stakeholder management, process design, documentation, change management, and operational execution.
  • Excellent analytical and communication skills, with the ability to define metrics, synthesize insights, and present recommendations to leaders.
  • Ability to work effectively across cross-functional partners and manage multiple priorities in a fast-paced environment.

Nice To Haves

  • Experience building or managing an early-career rotational program, leadership development program, or similarly structured talent initiative.
  • Experience partnering with employer brand or talent marketing teams on campus recruiting strategies and targeted outreach campaigns.

Responsibilities

  • Lead the strategy, design, and execution of ID.me’s university recruiting programs, including target school strategy, campus engagement, sourcing plans, interview processes, offer-to-start conversion, and long-term relationship management.
  • Build and operationalize a scalable internship program with a structured recruiting timeline, defined summer experience, manager enablement, and return-offer process.
  • Develop and launch a new graduate hiring program with clear candidate profiles, assessment criteria, recruiting playbooks, and success metrics.
  • Support the design and evolution of an early-in-career rotational program that creates development pathways for emerging talent and aligns participant experience with long-term business needs.
  • Lead and support targeted hiring programs, including veteran hiring and other strategic talent initiatives, by developing focused sourcing strategies, partnership approaches, and candidate engagement plans aligned to business needs.
  • Partner with business leaders, People Operations, Legal, and other stakeholders to align workforce planning, program goals, onboarding continuity, and operational readiness.
  • Partner with Talent Marketing and other internal teams to strengthen employer brand presence at target universities through events, campaigns, content, and candidate engagement strategies.
  • Implement AI-enabled recruiting workflows across sourcing, candidate nurture, screening support, scheduling, and reporting, while maintaining responsible practices and appropriate human oversight.
  • Define and track program metrics such as pipeline health, conversion rates, hiring velocity, return-offer rates, time-to-productivity, and program ROI; use insights to improve outcomes and inform decisions.
  • Provide support for broader strategic talent initiatives, including recruiter enablement, talent marketing alignment, and recruiting-side immigration coordination.
  • Contribute to operational excellence across recruiting programs through documentation, stakeholder communication, process design, and continuous improvement.
