About The Position

CAD Railway Industries is an ambitious Quebec-based company that has been in operation for over 60 years. We specialize in the repair, conversion, and refurbishment of rolling railway equipment (various types of wagons and locomotives) with workshops and offices in Montreal (Lachine area) and Alberta (under the Caltrax banner). Over the years, our mission has evolved to become a responsible company focused on repairing and extending the lifespan of equipment entrusted to us by our clients. In many cases, we modernize these assets, essentially giving them a second life. Our teams design equipment that meets the needs of both freight and passenger clients.

Requirements

  • University degree in Human Resources, Business Administration, or a related field
  • 7+ years of progressive recruitment or talent acquisition experience, ideally within heavy equipment industry, manufacturing, transportation, engineering, or rail environments
  • Demonstrated ability to operate as a strategic partner, influencing hiring decisions and working effectively with senior leaders
  • Strong understanding of technical, skilled trades, and industrial roles, including rail transit or passenger rail maintenance environments
  • Advanced sourcing expertise and proven success recruiting in competitive, talent constrained markets
  • Excellent communication skills in French and English, with the ability to engage credibly at all organizational levels
  • High proficiency with Applicant Tracking Systems (BHR), Microsoft Office, job boards, and digital recruiting platforms
  • Strong organizational skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment
  • Proactive, solution-oriented mindset with the confidence to challenge the status quo and drive improvement
  • High energy, professionalism, and pride in representing the organization and its values
  • The candidate must be able to communicate well in English (50% of the time), as his or her duties require interaction with stakeholders and colleagues outside Quebec and Canada.

Responsibilities

  • Strategic Talent Acquisition & Workforce Planning: Partner with senior leaders and hiring managers to understand current and future workforce needs, business priorities, and critical skill gaps; Provide market insights, talent availability data, and strategic recommendations to support hiring decisions in a competitive, industrial labor market; Maintain the succession planning competency matrix.
  • Full-Cycle Recruitment Leadership: Own and manage end-to-end recruitment for a broad range of roles, including technical, skilled trades, professional, and leadership positions; Lead sourcing, screening, interviewing, offer strategy, and negotiation, ensuring quality hires and timely delivery; Serve as a trusted advisor to hiring managers throughout the recruitment process, challenging assumptions and driving best practices.
  • Sourcing Strategy & Talent Pipelines: Design and execute proactive sourcing strategies using LinkedIn, industry networks, referrals, job boards, and targeted outreach; Build and maintain long-term talent pipelines for key and recurring roles within rail operations, maintenance, engineering, and corporate functions; Leverage data and market intelligence to adjust sourcing approaches as needed.
  • Interviewing & Selection: Conduct in-depth interviews to assess technical capability, behavioral competencies, and organizational fit; Guide and coach hiring managers on interview techniques, selection criteria, and equitable hiring practices; Present well-calibrated candidate shortlists with clear assessments and recommendations.
  • Employer Branding & Market Presence: Represent the organization as an employer of choice within the rail and heavy industry sectors; Participate in job fairs, industry events, and targeted recruitment initiatives; Partner with Marketing and HR leadership to strengthen employer branding and the employee value proposition.
  • Internship Program Development: Lead the development of a structured internship program, including designing engaging projects, setting learning objectives, and arranging mentoring systems; Relationship Building & University Relations: Build and maintain strong relationships with university career centers, professors, and student associations to expand the talent pipeline.
  • Compliance, Reporting & Continuous Improvement: Ensure all recruitment activities comply with employment legislation, internal policies, and audit requirements; Track, analyze, and report on recruitment metrics (time-to-fill, source effectiveness, quality of hire, workforce movement); Identify opportunities to improve recruitment processes, tools, and candidate experience; lead or contribute to implementation efforts; Perform other duties and responsibilities that may be reasonably assigned by the Company from time to time, consistent with the nature and level of the position.
