About The Position

Wyetech is seeking a seasoned Systems/Network Engineer Level 3 to support the TTO-002 KMI mission. The ideal candidate will bring more than 20 years of hands-on systems and network engineering experience, preferably within an Intelligence Community or DoD environment, with extensive expertise in network architecture, network security, hardening, troubleshooting, physical network construction, and secure communications infrastructure. This position requires hands-on experience with Cisco switches, routers and firewalls; Dell and other server platforms; network laptops; Palo Alto, HAIPE, and other security appliances; and network analysis and troubleshooting tools such as Wireshark and Tripwire. The Systems Engineer will provide technical leadership across requirements analysis, system architecture, network design, integration, testing, security, troubleshooting, documentation, and lifecycle support.

Requirements

  • Twenty (20) years of experience as a Systems Engineer supporting programs and contracts of similar scope, type, and complexity.
  • Demonstrated experience planning and leading Systems Engineering efforts.
  • Extensive hands-on systems and network engineering experience, preferably within an Intelligence Community or DoD environment.
  • Demonstrated network security and network hardening experience in DoD environments.
  • Specific knowledge of Cisco switches, routers, and firewalls, including Cisco 9300 Series switches.
  • Experience with Palo Alto, HAIPE, and other network security appliances.
  • Expertise with switches, routers, firewalls, security appliances, and Network as a Service architectures.
  • Demonstrated ability to design and develop rack configuration drawings and network diagrams.
  • Experience performing complex network troubleshooting and analysis.
  • Experience using network troubleshooting and analysis tools, including Wireshark, Tripwire, packet tools, and similar technologies.
  • Experience supporting System Security Plan (SSP) development.
  • Experience evaluating network requirements and developing network diagrams using Visio, PowerPoint, and Excel.
  • Experience with physical network construction, including installation of switches, fiber, cables, security devices, and related components on SERD for SCS/ESB.
  • Experience supporting tamper and concealment teams in assessing requirements for the design and deployment of secure networks.
  • Experience performing HAIPE MTU assessments and reviews.
  • Experience with fiber installation and removal.
  • Experience with JIRA, Confluence, and similar collaboration and engineering tools.
  • Ability to work effectively as both an individual contributor and as a member of a focused technical team.
  • Twenty (20) years of experience as a Systems Engineer in programs and contracts of similar scope, type, and complexity is required.
  • Demonstrated experience planning and leading Systems Engineering efforts is required.
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required.
  • Five (5) years of additional Systems Engineering experience may be substituted for a bachelor’s degree.
  • Must comply with applicable certification requirements detailed in DoD 8570-M, IAT Level 2.

Responsibilities

  • Evaluate message-receiving functions and network communications.
  • Assess ACKs and NACKs to identify communications and network issues.
  • Understand and evaluate specific system and network functions.
  • Develop and review rack drawings and configurations.
  • Assess whether networks and associated components are configured correctly.
  • Review firewall traffic using packet-analysis tools, Tripwire, Wireshark, and related technologies.
  • Isolate connectivity issues and determine which side of a network connection is responsible for a problem.
  • Diagnose and resolve network, routing, firewall, hardware, configuration, and connectivity issues.
  • Analyze user requirements, Concepts of Operations (CONOPS), and high-level system architectures to develop system requirements and specifications.
  • Analyze system requirements and lead system design and development activities.
  • Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Develop system architecture, system design documentation, and other technical documentation.
  • Develop and support Systems Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Manage system and derived requirements to ensure production systems remain compatible with defined architectures, including DoDAF and Service-Oriented Architecture (SOA).
  • Develop system requirements, functional requirements, and allocation of requirements to hardware, software, facility, and personnel components.
  • Coordinate action items resulting from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews requiring cross-discipline coordination.
  • Participate in Integrated Product Teams to design new capabilities based on technical, developmental, and operational considerations.
  • Support interface definition, design, configuration changes, and interface management throughout the system lifecycle.
  • Derive lower-level requirements from higher-level allocated requirements and ensure requirements are complete, correct, unique, unambiguous, realizable, and verifiable.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Define methods, processes, and evaluation criteria used to verify systems, subsystems, and work products against requirements.
  • Develop system design solutions that satisfy system requirements and functional analyses.
  • Develop derived requirements for Information Assurance Services and security mechanisms, including confidentiality, integrity, authentication, access control, accountability, passwords, cryptography, discretionary and mandatory access controls, hashing, and key management.
  • Review and provide input to program and contract Work Breakdown Structures (WBS), work packages, and Integrated Master Plans (IMP).
  • Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems.
  • Conduct requirements elicitation and analysis, functional allocation, system requirements reviews, architecture development, and end-to-end flow analysis.
  • Implement comprehensive Service-Oriented Architecture (SOA) solutions.
  • Develop operational, technical standards, and system/services architecture views using applicable DoDAF standards.
  • Develop operational scenarios and concepts describing interactions between systems, users, and environments.
  • Review and/or approve systems engineering documentation to ensure requirements and specifications meet system needs and are accurate, comprehensive, and complete.
  • Conduct quantitative analyses of non-functional system performance, including reliability, maintainability, vulnerability, survivability, and produceability.
  • Establish and follow formal procedures for coordinating system integration activities across multiple teams and ensuring complete interface coverage.
  • Capture interface designs in common interface-control formats and maintain interface information in accessible repositories.
  • Prepare time-line analysis diagrams illustrating the flow of time-dependent functions.
  • Establish formal change-control processes to manage changes to requirements and maintain traceability to source requirements.
  • Assess program risks and determine probability and consequences of failure in accordance with approved risk-management plans.
  • Manage and maintain the technical integrity of system baselines throughout the lifecycle.
  • Plan verification activities for new and unproven designs to ensure compliance with established requirements.
  • Support planning and analysis for DoD Certification/Accreditation processes and other applicable Government C&A processes.
  • Support development and review of JCIDS documentation, including Initial Capability Documents, Capabilities Description Documents, and IA Strategies.
  • Conduct end-to-end system trade analyses to optimize system operations throughout the lifecycle.
  • Improve system integration strategies based on lessons learned and previous integration performance.
  • Fully define interfaces in terms of origin, destination, stimulus, and data characteristics for software, electrical, and mechanical interfaces.
  • Use validated models, simulations, and prototyping to mitigate risk and reduce system-development costs.
  • Develop alternative courses of action, workarounds, and fallback positions for identified risks.
  • Maintain knowledge of applicable agency, national, and international standards and enforce appropriate standards throughout system development.
  • Ensure effective configuration management of evolving hardware and software components and associated documentation.
  • Serve as a member of the Configuration Control Board (CCB).
  • Support Analysis of Alternatives (AoA) efforts and recommend preferred solutions based on selection criteria, assumptions, technology limitations, environmental impacts, and lifecycle costs.
  • Develop system design alternatives considering lifecycle cost, reuse, complexity, risk, expansion, and growth.
