About The Position

This role involves contributing to the development of systems engineering documentation, managing system requirements, and ensuring the delivery of production systems compatible with defined system architectures. The Systems Engineer will assist in developing system requirements, functional requirements, and allocating them to hardware, software, facility, and personnel components. They will coordinate the resolution of action items from various review boards and participate in Integrated Product Teams to design new capabilities. The position requires participation in interface definition, design, and changes, as well as allocating real-time process budgets and error budgets. The engineer will derive lower-level requirements, generate alternative system concepts and design solutions, and establish processes for verifying systems against requirements. They will also develop system design solutions, derived requirements for Information Assurance Services, and provide input to program work breakdown structures. The role includes providing technical direction for the development, engineering, interfacing, integration, and testing of complex hardware/software systems, implementing SOA solutions, and developing scenarios and operational concepts. The engineer will review and approve system engineering documentation, conduct quantitative analysis in non-functional system performance areas, and establish processes for coordinating system integration. They will capture interface designs, prepare time-line analysis diagrams, and manage changes to requirements. Risk assessment and management are also key responsibilities, along with maintaining the technical integrity of the system baseline and planning verification efforts. The position involves providing technical direction for complex hardware/software systems, developing comprehensive SOA solutions, and conducting end-to-end system trade analyses. They will improve standard integration strategies, fully define interfaces, and use validated models, simulations, and prototyping to mitigate risk. Developing alternative courses of action for risks and monitoring them is required. The engineer will maintain knowledge of applicable standards, ensure effective review and control of system configurations, and serve as a member of the CCB. They will also participate in Analysis of Alternatives (AoA) efforts and develop system design alternatives considering life cycle cost, reuse, complexity, risk, and system expansion.

Requirements

  • Active TS/SCI w/ Full Scope Polygraph Security Clearance (U.S. Citizenship Required)
  • Twenty (20) years experience as a SE in programs and contracts of similar scope, type and complexity is required.
  • Demonstrated experience in planning and leading Systems Engineering efforts is required.
  • Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
  • Five (5) years of additional SE experience may be substituted for a bachelor’s degree.
  • Experience gathering, analyzing, and documenting user and system requirements.
  • Experience developing systems engineering artifacts such as requirements specifications, interface control documents, systems engineering plans, and related technical documentation.
  • Experience working directly with customers, users, and stakeholders to understand operational workflows and mission needs.
  • Ability to translate complex operational challenges into clear, structured requirements for technical teams.
  • Experience supporting workflow analysis, process improvement, or capability planning efforts.
  • Strong technical writing, communication, and documentation skills.
  • Ability to coordinate across multidisciplinary teams and maintain alignment between users, engineers, and leadership.
  • Strong organizational and problem-solving skills with the ability to manage multiple priorities.

Responsibilities

  • Contribute to the development of sections of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements specifications, and Interface Control Documents
  • Manage system requirements and derived requirements to ensure the delivery of production systems that are compatible with the defined system architecture(s) Service-oriented Architecture (SOA), etc
  • Assist with the development of system requirements, functional requirements, and allocation of the same to individual hardware, software, facility, and personnel components
  • Coordinate the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews that require cross-discipline coordination
  • Participate in an Integrated Product Team to design new capabilities based upon evaluation of all necessary development and operational considerations
  • Participate in the development of system engineering documentation, such as System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents
  • Participate in interface definition, design, and changes to the configuration between affected groups and individuals throughout the life cycle

  • Review and provide input to program and contract work breakdown structure (WBS), work packages and the integrated master plan (IMP)
  • Provide technical direction for the development, engineering, interfacing, integration, and testing of specific components of complex hardware/software systems to include requirements elicitation, analysis and functional allocation, conducting systems requirements reviews, developing concepts of operation and interface standards, developing system architectures, and performing technical/non-technical assessment and management as well as end-to-end flow analysis

  • Maintain knowledge of current and evolving agency, national, and international standards applicable to the system development of interest. Apply and enforce use of suitable standards to ensure consistency and interoperability of developer hardware and software
  • Ensure effective, periodic review and control of the evolving configuration of a system, both hardware and software components and associated documentation, during the life of the system
  • Serve as a member of the CCB
  • As a participant within an Analysis of Alternatives (AoA) effort, recommend a preferred solution based on selection criteria adjusted for reasonableness and validity of assumptions, technology limitations, environmental impact, and life-cycle costs
  • Develop system design alternatives that consider life cycle cost, reuse, complexity, risk, system expansion, and growth
