About The Position

The Systems Engineer II is responsible for the design, implementation, maintenance, and operational support of the company’s voice infrastructure. This includes MetaSwitch provisioning and translations, SS7/Signal Transfer Points, Adtran access devices, and legacy switching platforms such as DMS‑100, DMS‑10, Redcom, and Mitel. This mid‑level role expands on core systems engineering experience and assumes increased responsibility in capital and network planning, technical design, call routing architecture, troubleshooting complex voice services, and supporting E911 systems. The Systems Engineer II contributes to cross‑functional engineering initiatives, ensures platform reliability, and plays a key role in advancing modernization and lifecycle‑management efforts across the voice network.

Requirements

3–5 years of experience in voice systems administration or engineering.
Proficiency with voice applications
Extensive experience with SS7, Session Border Controllers, VoIP deployment, LNP, and voice‑call‑flow analysis.
Solid understanding of MetaSwitch provisioning and translations, SS7/Signal Transfer Points, Adtran access devices, and legacy switching platforms including DMS‑100, DMS‑10, Redcom, and Mitel.
Experience configuring translations for local and long‑distance routing across multiple switch technologies.
Experience using monitoring and logging tools—including SAS, Tekno, DMS PMdebug, CallTrak, and DLOG—to analyze performance and troubleshoot voice‑network issues
Experienced in coordinating and performing upgrades across Meta’s network‑element architecture, including CFS, EAS, UMG, SBC, and associated services
Strong troubleshooting skills and attention to detail.

Nice To Haves

Bachelor’s degree in Telecommunications Engineering or a related discipline. Equivalent professional experience may be considered in lieu of formal education on a year‑for‑year basis.
Familiarity with ITIL frameworks, Six Sigma and LEAN methodologies, and structured change‑management processes

Responsibilities

Design, deploy, and support voice switching infrastructure (physical and virtual) across production and development environments.
Maintain, optimize, and troubleshoot carrier‑grade voice switching systems such as Meta, Adtran, DMS‑100, DMS‑10, Redcom, and Mitel.
Manage, optimize, and maintain Signal Transfer Points (STPs) across a statewide SS7 network, ensuring reliable routing, seamless interoperability, and optimum signaling.
Manage and optimize fraud‑management platforms—such as ClearIP—to identify toll‑fraud patterns, implement detection rules, and ensure rapid response to emerging threats.
Engineer, deploy, and maintain Viper‑based 911 PSAP systems, ensuring compliance with state and federal emergency‑service regulations and providing technical support for CALEA lawful‑intercept requirements
Monitor and analyze system performance, lead root‑cause investigations for outages, and enhance monitoring frameworks to address newly identified vulnerabilities
Configure, upgrade, monitor, and troubleshoot Session Border Controllers to support statewide VoIP traffic, SIP carrier services, and secure interconnects with partner networks. Ensure platform meets current FCC and regulatory standards including Stir/Shaken, DNO, Ray Baum and Kari’s Law.
Design, implement, and support voice‑network solutions that align with capital project plans, long‑term network strategy, and organizational goals
Collaborate with cross‑functional teams to support voice‑application deployments, upgrades, and infrastructure changes
Strengthen voice‑infrastructure security by applying software patches, executing system‑hardening procedures, and ensuring compliance with recognized security best practices and policies
Share responsibility for 24/7 support coverage through a skill‑based callout rotation
Develop and maintain detailed documentation for system configurations, standard procedures, and network infrastructure diagrams.
