About The Position

TRP has a current vacancy for a Systems Construction Manager who will be responsible for the safe, efficient, and timely execution of all railway systems construction activities on the ECWE project. The role oversees the design constructability review, procurement strategy and documentation, installation, integration, testing support, and commissioning readiness of railway systems delivered by multiple contractors and suppliers, ensuring compliance with the project requirements, safety standards, quality objectives, and construction schedules. This role leads a multidisciplinary field team (including the OCS, TPSS, S&TCS, COMMS construction managers) and coordinates directly with civil construction managers, trackwork installation crews, and systems subcontractors. The position serves as the primary construction interface between system contractors, design teams, project management and stakeholders ensuring successful coordination of field activities and effective management of construction risks, issues and interfaces. The primary objective is to manage the physical transition from civil handover to systems fit-out, driving safety, schedule, and quality control up to the point of turning a static, built asset over to the Testing & Commissioning team.

Requirements

Bachelor’s degree in Engineering, Construction Management, Electrical Engineering, Civil Engineering, or an equivalent technical field. Candidates with a relevant industrial trade license (e.g., 309A Electrical) and significant transit leadership experience will also be considered.
10+ years of construction management experience on major, multi-million dollar infrastructure projects, with at least 5 years explicitly leading multi-discipline rail systems installation (Light Rail Transit, Subways, or Commuter Rail).
Proven background working within a General Contractor, Consortium, or Integrated Joint Venture delivery framework on complex Design-Build or Progressive Design-Build projects.
Strong expertise in managing the physical interfaces between civil structures, trackwork, and systems infrastructure within highly constrained tunnels, elevated sections, and dense urban environments.
Broad practical exposure to the field installation requirements of CBTC systems, Traction Power Substations, overhead contact networks, and fiber-optic communication backbones.
Deep knowledge of the Ontario Occupational Health and Safety Act (OHSA), Canadian Electrical Code (CEC), and Metrolinx/TTC field delivery rules.

Responsibilities

Lead and manage all railway systems construction activities throughout the project lifecycle.
Oversee installation works for S&TCS, telecommunications, traction power, SCADA, train control, wayside systems, and associated railway infrastructure.
Ensure construction activities are executed in accordance with approved drawings, specifications, procedures, and project standards.
Monitor construction progress against approved schedules and key milestones.
Review specifications and design documentation from constructability perspective.
Develop the Scope of work and procurement packages.
Review procurement packages, prepare procurement report and analysis.
Ensure construction resources are effectively planned and deployed to meet project objectives.
Coordinate contractor mobilization, access requirements, and work packaging strategies.
Manage the performance of railway systems contractors and subcontractors.
Verify that contractors comply with contractual obligations, construction methodologies, quality requirements, and safety standards.
Review construction work plans, method statements, inspection and test plans (ITPs), and work permits.
Monitor contractor productivity and address performance issues as required.
Support the evaluation and resolution of contractor claims, variations, and construction issues.
Review field variance sheets, manage site instructions for systems subcontractors, and validate claims for extra work or altered site conditions.
Direct and oversee all on-site systems installation activities, managing sub-contractors and self-perform crews handling Signaling (Alstom CBTC), Traction Power (TPSS/OCS), Communications, and SCADA networks.
Manage the critical interface and phased handovers from the Civil/Structural teams (tunnels, stations, elevated guideways) to ensure rooms, shafts, and duct banks are ready for systems installation.
Coordinate track access, work train schedules, and high-value materials logistics across a linear, 9.2 km brownfield and greenfield corridor to eliminate site-level trade conflicts.
Work closely with the Digital Delivery team to ensure field installations precisely match 3D BIM coordination models, minimizing field modifications and spatial clashes.
Coordinate construction interfaces between multiple railway systems disciplines and other workstreams.
Ensure effective collaboration between construction teams, designers, suppliers, testing teams, and operations stakeholders.
Lead regular coordination meetings to manage field issues and interface risks.
Facilitate resolution of construction conflicts impacting schedule, access, logistics, or safety.
Coordinate possession planning, track access requirements, and staging activities.
Promote and maintain a strong safety culture throughout construction execution.
Ensure compliance with applicable health, safety, environmental, and railway operational requirements.
Participate in safety inspections, audits, incident investigations, and corrective actions review.
Monitor high-risk activities and ensure implementation of approved safety controls.
Support achievement of project zero-harm objectives.
Establish, implement, and enforce robust Lockout/Tagout (LOTO) and safe energization protocols across the corridor as subsystems transition from dark assets to energized status.
Enforce strict installation quality control plans, ensuring all technical tolerances, cable pulling parameters, splicing, and termination standards comply with project specifications.
Track daily field production metrics against the project’s critical path, proactively identifying construction bottlenecks and developing schedule recovery options.
Lead the execution of "Static Testing" and mechanical/electrical completion inspections (Pre-FAT/Pre-SAT activities) to declare systems physically complete.
Implement a rigorous system for tracking and closing out site punch-lists/deficiency registers progressively, avoiding a massive backlog at the end of construction.
Formally transition completed physical work packages over to the Systems Testing & Commissioning team, providing all verified As-Built documentation and quality sign-offs.
Identify construction risks and implement mitigation strategies.
Manage construction-related issues impacting cost, quality, safety, or schedule.
Escalate critical project risks and constraints to senior management.
Maintain construction risk registers and action tracking systems.
Monitor construction performance metrics and milestones.
Prepare weekly and monthly construction progress reports.
Provide updates on safety, quality, schedule, productivity, and risk performance.
Maintain construction dashboards, action logs, and issue registers.
Present construction status to project leadership and stakeholders.
