About The Position

The City of Hillsboro is seeking a Systems Analyst with hands-on experience in industrial control systems, SCADA and PLC programming, and technical project management. The position is part of the City’s Information Services team and a two-person team supporting the communications and information technologies used by the Joint Water Commission’s Water Treatment Plant and the City of Hillsboro Water Department’s water operations and distribution systems. The role offers an opportunity to train with and work alongside the current SCADA/PLC Systems Analyst before their retirement. Relevant experience in other industries using industrial automation and process controls is welcome. The role maintains, programs, troubleshoots, calibrates, repairs, and installs process control systems (SCADA and DCS), PLCs, field instrumentation, variable frequency drives, communications network connections, HMI computer workstations, and hazardous chemical distribution systems. Work includes onsite system configuration and programming, as well as regular field visits to troubleshoot equipment at water treatment plants, reservoirs, and distribution sites. The Water Department serves more than 92,000 customers, and the Joint Water Commission serves more than 400,000 customers in Washington County, Oregon. The successful candidate will have strong control systems expertise, project design and planning experience, and the ability to work independently and communicate with colleagues across technical and operational roles. Projects include developing a SCADA Master Plan; upgrading Water Treatment Plant and City SCADA software and architecture; upgrading PLCs and communications; and integrating the Willamette Water Supply Project.
